In September 2022, an invitation was received to participate in the workshop of Regional Consultation on
the OER Recommendation.
But idea of OER has a longer history in Estonia. E-koolikott/eSchoolbag (https://e-koolikott.ee/et ) was
created in 2015 and it is a nationally managed portal of digital learning materials. The purpose of this
platform is to make it easier to find and use learning materials.In 2020, the eSchoolbag was licensed under
CC BY-SA 3.0 (before that it used multiple licenses) and the purpose of the change was to bring the idea
and functions of the eSchoolbag into line with copyright protection requirements.

Estonia's lifelong learning strategy 2020

aimed to ensure the availability of digital learning materials that support the achievement of the goals and
learning outcomes set in the curriculum of elementary schools, upper secondary schools and vocational
education institutions. At the same time it is important as much as possible to make them available under a
Creative Commons license, which allows "to reuse, distribute and also develop the created material".
During the period 2014-2020 activities regarding OER and creative commons licenses were handled by the
national Education Information Technology Foundation (HITSA) and competence center for education SA
Innove. The largest OER development project Digiõppevaramu (digital learning resources) was procured by
the Ministry of Education and implemented by Tallinn University in 2017 - 2018, it resulted with more than
6000 new original Open Educational Resources in H5P format and covered the whole national curriculum
for upper-secondary schools in all subject areas expect languages. This project also involved several
activities for promoting new OERs among teachers and school leaders.
Education Strategy 2021-2035 (there is also version of it in English: https://www.hm.ee/ministeerium-
uudised-ja-kontakt/ministeerium/strateegilised-alusdokumendid-ja-programmid#haridusvaldkonna-are )
sets the expectation that Estonia will have an open educational space allowing for personalized learning.

Until the end of 2023, the development and training activities concerning Estonian OER portal eSchoolbag
are supported by legislations in order to achieve the goals of European Social Fund's activity "Modern and
innovative learning materials development and deployment".
The Estonian national portal for OER is called E-koolikott/eSchoolbag (https://e-koolikott.ee/), it has been
developed by NetGroup since 2015 in cooperation with the Centre of Educational Technology, Tallinn
University. The eSchoolbag is a portal for creating, publishing and distributing digital OERs. The
eSchoolbag contains learning resources for preschools, general education schools and vocational schools.
There are also study materials to diversify vocational education and youth work. eSchoolbag platform does
not require login, all resources are accessible without authentication. The user account is required only for
adding or editing learning resources to the portal, but anyone can create a user account with his/her
educational ID. The portal features also an integrated learning resource authoring tool called Sisuloome
(“content creator” in Estonian: https://sisuloome.e-koolikott.ee/ ). It is an open source platform (based on
Drupal CMS) for developing interactive learning resources using more than 40 H5P templates, no need for
coding or other technical skills. In 2020, all 15.000+ interactive learning resources stored in the eSchoolbag
were re-licensed under CC BY-SA 3.0 (https://www.innove.ee/blogi/avatud-oppematerjalide-idee-muudab-
eesti-hariduse-mitmekesisemaks-ja-vordsemaks/). This is an open content license that applies to the files
and content descriptions uploaded to eSchoolbag. If the author wants to establish a different license for the
material (such as commercial e-textbooks released by publishers), they can create the materials on other
platforms and share them with a link in the eSchoolbag.

For example Measure: Shared use of learning materials KLASS+ goal is to guide and encourage
educational institutions to implement the curriculum in a new way, while supporting educational institutions
in the competence and social development of each learner, entrepreneurship and digital development in the
implementation of the learning approach and innovative educational resource sharing arrangements.
And Measure: Digital learning materials - smart learning is given for the development of digital educational
software and making it available to all Estonian educational institutions or to make the existing solution
available to all Estonian educational institutions free of charge (forever or for a specified time period).

Education Strategy 2021-2035 sets the expectation that Estonia will have an open educational space

Kairi: The Ministry of Economic Affairs and Communications has prepared the Estonian Digital State
Development Plan, where the topic of open data is discussed https://www.mkm.ee/digiriik-ja-

The open data is also available on the open data portal https://avaandmed.eesti.ee.
Open data is for everyone to use, reuse and share, it can be used to launch commercial and non-profit
ventures, conduct research and to make data-driven decisions.
Open data portal gives everyone the opportunity to consume and visualize open data, it includes usage
stories that are based on open data.
OpenData API provides possibility to create, update and discard datasets. The advantage of the using
OpenData Portal API is a process automation. API allows uploading datasets, adding/modifying metadata
and improving data quality without any human interaction. More examples here:

The Estonian software company Net Group made its digital learning platform Schoolaby
https://schoolaby.com/ freely accessible to all users on the basis of the European Union free use license,
however, Net Group will remain the administrator of the EUPL licence.

Kairi:A guide to creating high-quality digital materials has been prepared in 2014/2015. It will be renewed in
2023. This guide brings together general guidelines on the content, technical execution, formalisation and
sharing of digital learning materials and describes different types of learning materials with short
descriptions of use.
The aim of the guide is to support the authors of educational materials in the preparation of digital
educational materials, the use of existing materials, and to provide guidelines for sharing both new and
existing materials.
The guide is intended for teachers of all levels of school and early childhood education in general education
schools and for teachers of vocational and higher education institutions. In terms of content, the materials
created by these target groups are very different, but the quality requirements of digital learning materials
for their creation are similar.
