According to Annex 16, Volume IV, the attribution of international flights to an operator is based on the Fligh Item 7, which means that the operating entity (i.e. in a case of wet-lease arrangement, the lessee) is respons  the international flights (under the lessee’s ICAO Designator) and therefore responsible for compliance of th international flights attributed to the lessee. In addition, the State of the lessee is responsible for administrative tasks related to lessee, for example appr the lessee’s Emissions Monitoring Plan and Emissions Report. Guidelines and conditions: I can see, that you have replaced Latvian CAA with Estonian CAA- OK. MP Versions: The 15.03.2020 version is not approved by us yet. The previous version 28.02.2019 is approved by us on 06.12.2019. MP Version brief explanation: You have changed the aircrafts registrations and types for example (not the only change comparing to previous version). Monitoring plan was approved by the Ministry on 22.03.2019 with letter 12-2/19/1525-2. Moonika has sent you information when the CORSIA part of the MP was approved by ECAA. You mentioned that there where no changes except your job title but when I look at the MP then for example I can see that the number of aircraft operated at the time of submission has changed (sheet emission sources, part 4 (a). With the comment regarding the sheet simplified calculation, the section 11 (data gaps) is empty compared to the previous version I meant that in the previous version you have marked on the page simplified calculation (section 10 – data gaps) that „If there will be data gaps in our fuel consumption, Smart Lynx will use the tool provided by Eurocontrol , which is set to be approved by the Commission.“ Is that not so anymore? If you have revised the MP according to my comments above and comments sent by Moonika earlier then please submit the MP again for approval as soon as possible.
