In this context, SUNESTWIN R&I capacity building network aims disruptive breakthrough in development of emerging thin film photovoltaics (TF PV). SUNESTWIN unites TalTech- a rising star in emerging TF PV technology to the EU top- class leading PV counterparts: HZB - well recognized experts in advanced characterization of materials, PV devices and technology transfer from lab to fab, and UPC - a pioneer of low dimensional TF PV materials development and disruptive university-industry collaboration platform. SUNESTWIN provides holistic R&I approach of technology-modelling-advanced characterization-LCA in PV value chain, towards development of cost-effective, eco-designed customized PV solutions, with high potential of rapid uptake and mass production in EU. The R&I strategy is supported by a comprehensive set of activities on capacity building, enhancing knowledge and skills in technology transfer from lab to fab, IPR management, and fostering collaboration with industry. These efforts aim to support the development of a set of skills, in line with Estonian R&D&I&E Strategy and are essential for EU green energy transition. SUNESTWIN will perform a set of joint activities (advancing the network, research excellence, administrative capacity, technology transfer from lab to fab and exploitation) through specialised training, workshops, on-site visits, research exchanges and clustering events as well as organising joint sessions and dissemination at conferences and industry affairs. SUNESTWIN will pave the way for further deployment of innovative green technologies, contributing to jobs creation, boost in a low-carbon economy and industrial yet green society, thereby feeding the innovation cycle and supporting the value chain of Green Deal in Estonia, EU regions and beyond. Evaluation Summary Report Evaluation Result Total score: 13.50 (Threshold: 10 ) Criterion 1 - Excellence Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) 101160327/SunESTwin-29/01/2024-16:21:49 1/4 Associated with document Ref. Ares(2024)662796 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The proposal puts forward five objectives which are of high quality, clearly stated, pertinent to the WP, and fit well into the call’s goals. However, the measurability, verifiability and achievability of these objectives are not sufficiently convincing and the KPIs raise concerns. For example, the proposal does not sufficiently clarify how it can guarantee the number of women scientists in PV research profiting from training activities, nor how the number of people who will profit from the training activities will be achieved/reached. The proposal is based on the very sound concept of thin-film photovoltaic energy conversion. The working ideas are coherent and explained in sufficient detail. The objectives are to be achieved through eight work packages. The linking between the objectives and the work packages is very pertinent and convenient to grasp. These proposed research objectives indicate that the proposal offers an ambitious strategic vision, with a focus on developing transparent photovoltaic technologies beyond the state of the art. This vision is ambitious and credible. The proposed set of activities to be supported in this project is comprehensive in both interconnecting researchers from the participant institutions and facilitating access to the advanced infrastructures of the leading institutions. The proposal has sound approaches such as a well-prepared SWOT analysis concerning the project objectives. The proposal implements a very relevant strategy to enhance management capacity and foster the expansion of sustainable networks with advanced countries. The leading institutions will contribute to boosting Estonian research and innovation in solar technologies through knowledge exchange. This initiative will particularly benefit younger researchers, improving skills and fostering a broader positive impact on the Widening Country scientific level. The focus on the coordinator's access to new research approaches to improve creativity and mobility fits well with the main objective of the present call. The chosen specialization to strengthen expertise and enhance excellence in flexible solar technologies is fully in line with the EU Green Deal policy. The proposal does not convincingly demonstrate how the coordination will work. The proposal describes events targeting the coordination and support measures, however, the description is not sufficiently detailed in the description of the coordination of efforts of the consortium partners to ensure that everyone is on track with their tasks and responsibilities. Open access sharing of information on preprint servers and in specialized publications are firmly considered in this proposal while also following strict measures to protect confidential parts of the results. Important challenges related to the transfer of research to industrial applications and the improvement of research management are convincingly identified and appropriately mitigated through training and collaboration with advanced partners. The proposal has a very good strategy to handle research data management according to the FAIR principles and the incorporation of research output in the European Open Science Cloud. Criterion 2 - Impact Score: 5.00 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance of the contributions from the project. - Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. The proposal indicates the expected outcomes of the project and identifies various directions of their impact, including in Estonia (the home country of the coordinator). The proposal is very convincing in that it will make a significant contribution to the expected outcomes and impacts, not only in relevance to the coordinating institution but also concerning the Widening country. There are very credible pathways specified in the proposal to achieve a comprehensive impact leading to outcomes such for example, changes in research structure, strategic investments, and the enhancement of R&I. These measures aim to close the gap in research and innovation within the EU. If implemented, the project will be a popular and valuable source of inspiration for further innovative energy technologies and new business opportunities. The proposal is ambitious in its efforts to raise the reputation and attractiveness of the coordinating institution as it includes plans to publish joint results in highly ranked scientific journals, enhance the visibility of the coordinator through participation in international conferences, and be involved in industrial collaboration that will facilitate attracting younger talent. The proposal convincingly demonstrates the ambition to enhance strategic networking activities with the leading groups. It is expected that, based on the successful collaboration in this project, the strategic networking activities of all partner institutions will further intensify in the medium and long run. The proposal addresses well how the coordinator intends to strengthen the research management capacities and administrative skills of its staff. A dedicated work package is outlined for this objective and includes several credible tasks. The expected improvement in excellence capacity for the coordinating institution will have an obvious positive impact on its reputation and attractiveness as well as on the research profile of its staff. Administrative improvements will include staff skills in the technology transfer towards industry, management of intellectual property and efficient exploitation of research outcomes. Barriers, risks and technical challenges that may limit the impact of the proposed research are discussed appropriately in the proposal. The proposed mitigation measures are generally sound. The plan for the dissemination, exploitation, and communication of the project outcomes is excellent. The proposal eyes several levels in this plan and indicates various channels, measures and activities, targeting a broad spectrum of groups, including peers, industries, policymakers, and the public. The proposal gives special attention to the management of intellectual property and rights. Although this matter has no dedicated section, it is repeatedly considered in the proposal’s text, in connection to various other aspects with which it can correlate. Overall, the proposal indicates that a careful balance should be kept between the need to broadly disseminate and exploit the achievements of the project and the necessary measures for protecting the intellectual property of the consortium partners. Criterion 3 - Quality and efficiency of the implementation Score: 4.50 (Threshold: 3 / 5.00 , Weight: - ) 101160327/SunESTwin-29/01/2024-16:21:49 2/4 Associated with document Ref. Ares(2024)662796 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan of the proposal is well-prepared and very rigorously organized. The description of tasks is detailed and relevant and the interrelation between work packages is clear. The WPs are described in detail and very clearly structured, and the leader of each WP is defined. The Gantt diagram offers an overview of the WPs, the tasks of each WP, the leading partners and the participants in each WP and task, as well as the corresponding durations. This is a very informative Gantt diagram, although slightly congested. The timing for the work packages is credible. The research component has a dedicated work package, and the research tasks are well-addressed. The main deliverables and milestones are well-identified and sound. However, the number of Deliverables and Milestones is not convincing against the number of work packages. This will make it difficult to follow the workflow for different tasks and can limit the project's progress. The proposal has a good analysis of implementation risks and a credible contingency plan. A broad range of critical risks are identified for each work package, their importance is estimated and measures for mitigating the eventual downfalls are proposed. The package represents less than 30% of the total budget, with almost exactly 50% allocated to the coordinator. The resources assigned to each work package and beneficiary are adequate, non-excessive and well-balanced within the frame of the Lump Sum scheme. The proposal gives a detailed description of the project consortium. Overall, the consortium is well balanced in terms of both number and expertise, with each participant having a precise role and the necessary capacity to fulfil its role. The coordinator and the partners form a very well-structured, competent, complementary and interdisciplinary team which matches the project’s objectives. The partners complement each other well, have the necessary capacities and valid roles, and bring together the necessary disciplinary and interdisciplinary expertise needed for the successful realization of the objectives. The project partners will certainly profit from this project. There are also areas of expertise which the coordinator institution can greatly improve from the interaction with its more advanced partners. All partners have very good facilities and infrastructure. It is sufficiently clear that, through its very design, the project will allow access to all partners to each one’ s critical infrastructure, both for achieving the proposed objectives and for fostering future collaborations/interactions between their institutions. Additionally, there is access to a large international facility at the advanced partner, which is beneficial. The proposal does not address the current involvement of industry but has the ambition to enhance industrial/commercial collaboration for the exploitation of the eventual results of this project. At the same time, society is dealing with challenges in healthcare due to a shortage of medical personnel, an aging society, and an increase of people in need of quality healthcare. One viable solution is to take health technologies and medical data into wider use. Currently, the data in national health record systems (NHR) is uneven, and it lacks supporting functionality for medics to follow the patient data dynamics to make personalized and smart decisions for future therapy. To overcome this cap, the HealthTech project is increasing the scientific excellence of TalTech in close collaboration with two leading technology universities (Eindhoven University of Technology, NL, and Technical University of Denmark, DK) to establish the foundation for integrating sensors- and other health data functionally into national health records. This will be achieved through 1) PhD curriculum development, 2) PhD student and staff exchange, 3) co-supervision of PhD students, 4) joint competitive funding proposals development, 5) innovative research project in the functional integration of health- and sensors data to NHR, 6) extensive transferable research skills training program and 7) dissemination of project activities and results. Pilot research conducted in the HealhTech project will be elaborated in future large-scale joint research projects financed by successful competitive funding applications and eventually transferred into clinical translation. HealthTech will strengthen the cooperation started within the EuroTeQ project, bringing it to PhD level, and prepare TalTech to become a EuroTech member. Partner's joint efforts will systematically help TalTech move to the next level of health technology research excellence, education, and innovation and increase TalTech's international visibility and reputation in the research area. Evaluation Summary Report Evaluation Result Total score: 13.00 (Threshold: 10 ) Criterion 1 - Excellence Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) 101160100/HealthTech-29/01/2024-16:48:09 1/4 Associated with document Ref. Ares(2024)664906 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives outlined are very clear, well defined, achievable, with the ultimate goal of creating a research centre of excellence under the leadership of the coordinator, with the support of leading partners. The objectives are pertinent considering the Work Programme guidelines for the Twinning actions. However, while specific objectives are clearly presented, explicit measures and targeted outcomes are not sufficiently detailed. The strategic vision is sound and mostly credible, and the selected scientific topic is very well explained. However, the pathway to develop the R&I excellence beyond the state-of-the-art is too ambitious, since the target domain is very broad and the range of possible technologies in scope is very large. This broad scope (e. g., radiation safety, wearable and digital health) represents a risk to ensure focus in the activities. The proposal includes activities for supporting the coordinator, such as networking, training, mobility opportunities, short-time secondments at partner universities, and joint research projects. The partnership will enhance the coordination's capabilities, profile, and reputation of the coordinating institution. Specific activities are defined to strengthen the research management and administration skills of the coordinator, aiming at developing innovative research support and promoting a more entrepreneurial mind-set. The leading institutions will contribute significantly to opening new opportunities and increase the speed of taking up more advanced research tracks. The represented concept is sound and has a coherent underlying model that will serve as the foundation of the network of excellence. The proposal has solid assumptions, based on a SWOT analysis of the situation of the coordinator, and the key elements to achieve the expected (research) advancements. The proposal identifies the main challenges and the approach to effectively overcome them by means of the project activities is credible and feasible within the project framework. Synergies with local, national, and international funds and policy strategies are facilitated by the project activities. Open Science practices are well addressed, for technology, research outcomes, data and publications. The proposal incorporates an appropriate data management plan including the implementation of FAIR principles. The approach to AI is taken into consideration and the partners acknowledge the special considerations that the use of these techniques requires. However, concrete measures to ensure technological and social robustness of using AI, as well as other critical aspects such as explainability and reliability of the AI, are not sufficiently detailed. Criterion 2 - Impact Score: 4.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance of the contributions from the project. - Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. The proposal demonstrates very well the contribution to the expected outcomes listed under the topic text in the Work Programme. Very good details are provided in relation to the specific pathways to achieve each of the expected outcomes of the topic. The expected medium and long-term impacts, by means of the reinforcement of the capacity of the coordinator together with the specific drive from the leading partners, are convincingly supported by the activities described. The cooperation with the partner universities will adequately help the coordinator move to the next level of health technology capacity, education, and innovation and increase international visibility and reputation in the research area of the proposal. The improvement in the capacities, resources and skills at the coordinator are effectively accomplished by the proposed set of activities and the effect will also be extended to other partners in the Baltic area, helping in closing the gap in R&I within the EU. The proposal defines well continuous monitoring of the expected impacts to enable adjustments in the progress. KPIs to measure impact are convincingly addressed, with baseline and target values. The proposal generates enhanced networking activities ranging from short-term student stages and staff visits to specific collaboration for funding elicitation in new research opportunities. Co-supervision of PhD students is a relevant activity that will contribute to generating additional synergies in the networking. The activities defined have the potential to raise substantially the reputation and attractiveness of the coordinating institution and the research profile of their staff. The project will have significant beneficial impact for the Research Administration Office of the coordinating institution in increasing their skills and providing new tools to support the Widening country partner in future initiatives beyond the end of the project. Different communication and dissemination activities are presented to maximize the visibility and impact of the proposal. Communication activities and the target audiences for each type of dissemination channel are well described and overall good. However, metrics to measure the improvement of activities defined are not sufficiently detailed. The dissemination and communication plan is well elaborated and aligned with the expected outcomes of the proposal. Scientific dissemination is sufficiently supported by information on publications in relevant scientific peer-reviewed journals and conference proceedings. Sufficient quantitative indicators are provided. However, the proposal does not sufficiently elaborate on the long-term outcomes in science, economy and society. The basic components of the exploitation approach are drafted adequately. The management of intellectual property is thoroughly considered as a relevant element in the proposal. Intellectual property rights are well considered in the proposal but barriers and limiting factors are not sufficiently addressed. Therefore, the mitigating measures to effectively overcome linked risks are not fully covered. Criterion 3 - Quality and efficiency of the implementation 101160100/HealthTech-29/01/2024-16:48:09 2/4 Associated with document Ref. Ares(2024)664906 - 29/01/2024 Score: 4.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The workplan is of high quality and effectively supports the implementation of the project objectives and the achievement of the expected outcomes. The proposal encompasses a good quality research component distributed in three Work Packages (WPs), including definition of research protocols and documentation, technology development and piloting activities with data analysis. Non-research WPs are well described, with appropriate tasks to carry out the activities defined in the concept, and their timing is, in general, coherent. However, the piloting WP6 is too short in duration to enable validation and the data analysis. Moreover, while the structure of some WPs is reasonably built, some research responsibilities are not fully clarified. The list of deliverables and milestones is aligned with both the expected results and the proposed activities, and the level of detail is adequate. The resources assigned to the different partners, WPs, and cost categories are coherent, plausible and appropriate. The consortium includes excellent leading partners, with multidisciplinary knowledge and large expertise in biomedical engineering and health technology research, innovation, technology transfer, research valorization and teaching, that complement very well the needs of the coordinator to achieve the project objectives. Social and complementary aspects, such as Open Science expertise, are present in the partners’ profiles. Moreover, the consortium includes specific expertise in gender aspects of R&I and a specific strategic plan to ensure its applicability in the different dimensions of the project. The partners have access to critical infrastructure, data, and piloting sites necessary to carry out the project activities. The multiplicity of research topics is advantageous in relation to the results and to better empower the profile of the coordinator. However, the risk of dispersion of the partners’ efforts is not fully addressed. While some relevant risks are identified, they insufficiently cover critical aspects in the proposal, neither are the mitigation measures fully addressed. To achieve this aim, CATAMARAN will implement a R&I strategy over 3 years based upon 5 objectives implemented via 5 corresponding WPs. Objective 1: Conduct exploratory research on a collaborative and trustworthy framework for reliable maritime cyber risk management. The objective is to design and implement a novel collaborative analysis framework for cyber threat information in the maritime sector. The framework will be evaluated in different maritime scenarios against various attack threats. Objective 2: Transfer knowledge between experienced researchers (ERs) of TalTech and Twinning partners. The objective is to organise short-term staff exchanges, trainings and seminars for TalTech’s ER’s and the Twinning partners’ ERs to complement the preparatory research undertaken in Objective 1. Objective 3: Enhance career prospects of early-stage researchers (ESRs) of TalTech and Twinning partners. The objective is to enhance the career prospects of TalTech’s ESRs and the Twinning partners’ ESRs by organising short-term exchanges, training workshops/seminars, summer schools, and a joint PhD programme. Objective 4: Improve TalTech’s management and admin. capacity for European R&D programmes. The objective is to improve the skills of TalTech’s Estonian Maritime Academy administration in project management, proposal writing, IP handling, and scientific communication for European R&D funding programmes. Objective 5: Raise the research profile of TalTech and the Twinning partners. The objective is to raise the research profile and scientific reputation of TalTech and the Twinning partners through a comprehensive range of dissemination, exploitation, communication and outreach activities. Evaluation Summary Report Evaluation Result Total score: 13.00 (Threshold: 10 ) Criterion 1 - Excellence Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101159561/CATAMARAN-29/01/2024-17:55:32 1/4 Associated with document Ref. Ares(2024)667491 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The project defines pertinent objectives that cover a very important domain of maritime cyber risk management. The objectives are adequately defined following an analysis of the strengths, weaknesses, opportunities and threats of the widening partner. The KPIs include ambitious and credible targets. The proposal offers a sufficiently ambitious and strategic vision on how to develop R&I excellence. The global credibility of the objectives related to the exploratory research on a collaborative trustworthy framework for reliable maritime cyber risk management is, however, impacted by the large number of assumptions and barriers to be overcome. The coordinator would benefit from the partnership with the leading institutions by gaining technical know-how on the privacy-preserving analysis techniques, distributed trust mechanisms, collaborative Cyber Threat Information in systems, based on Field Programmable Gate Arrays, among others. Indeed, the detailed list of activities presented (including mobility, workshops, training seminars) is convincing, and those activities are expected to strengthen the research management and administration skills of the coordinating institution, improve their R&I excellence, achieve knowledge transfer to and from the leading institutions of the project. The objective to raise the research profile, career prospects and visibility of the widening institutions includes valuable actions like the joint PhD program. The contribution of the leading institutions in terms of provision of access to new research avenues, creativity, and the development of new approaches is moderate, overall, and there is limited evidence of the introduction of great innovation principles beyond the state of the art. In addition, the proposed high level architecture does not fully demonstrate the reliability and trust of the communication of cyber threat information data between the ships and other entities. As such, the potential deployment of the proposed solutions in critical maritime scenarios is not fully credible. The synergies with national, regional and/or European funds and strategies/policy priorities are well considered. The credibility and effectiveness of the proposed approach to overcome the main challenges are very good. The open science practices to be applied in the project have been clearly discussed and are adequate. The proposal indicates a specific task on open science, where a detailed data management plan will be devised in accordance with the FAIR (Findable, Accessible, Interoperable, Reusable) principles. Although the project plans to use, develop and deploy artificial intelligence (AI) based systems, the proposal does not justify explicitly the technical robustness. Also, the idea to provide synthetic datasets to be used for AI-based models possibly includes biasing risks that are not adequately considered. The project's targets and the activities planned are expected to have a good contribution to the expected outcomes and the potential impacts of the Twinning call. In particular, the importance of enhancing the EU's maritime security strategy with a collaborative and trustworthy framework is clearly justified. The pathway towards creation of medium/long-terms impacts towards the excellence of research is sufficiently credible. However, the impacts towards realistic exploitation and links with business and improved career permeability between academia and industry, as well as involvement of regional actors in R&I, are described in too general terms. Through its many activities, the proposal is expected to achieve significant improvement in R&I excellence of the trustworthy and secure collaborative data analysis environments for the maritime sector. These activities target both experienced researchers and early-stage researchers, and the proposal includes a detailed KPI list for the activities, which would make them measurable and verifiable. The extent to which the coordinating institution will strengthen the research management capacities and administrative skills of its staff is excellent. The proposal plans many networking activities between the coordinating institution and the leading counterparts, such as short visits for experienced researchers, training workshops and seminars. The joined PhD programme targeted, will ensure a long-term collaboration. The organization of workshops dedicated to maritime cybersecurity will enlarge the networking beyond the consortium. The aforementioned activities are expected to raise the reputation of the coordinating institution, as well as the research profile of its staff. The proposal has a credible plan to strengthen the research management capacities and administrative skills of its staff. Towards this aim, several relevant training activities have been planned including training on project management, scientific dissemination and communication, proposal preparation, intellectual property and professional certification for project management and technology-transfer. The institutions will become members of prestigious European associations, which would allow further networking opportunities outside the consortium. The project proposal provides a list of potential barriers for fully exploiting the outcomes. However, some of the corresponding mitigation measures are unclear and ineffective. The detailed KPIs presented on the dissemination, communication and outreach activities are particularly convincing. The management of intellectual property and foreseen protection measures to protect and support exploitation or results are appropriate. The dissemination draft plan is proportionate to the scale of the project, including communication activities. The exploitation plan has been fairly discussed with a list of background and possible foreground knowledge. However, insufficient insights are given on the potential target market and its size. Except for the advisory board creation, the actions to identify exploitable items and to involve the interested industry and policy stakeholders, are only vaguely defined. Criterion 3 - Quality and efficiency of the implementation Score: 5.00 (Threshold: 3 / 5.00 , Weight: - ) 101159561/CATAMARAN-29/01/2024-17:55:32 2/4 Associated with document Ref. Ares(2024)667491 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is well structured and of a good quality, with a clear description of the foreseen tasks. The work package breakdown is very detailed, sound and is in line with the project objectives and the planned activities. They adequately cover the project duration and are well designed. The relations between WPs are sufficiently justified in a Pert chart. The resources and the effort assigned to the work packages and the tasks are, in general, in line with the proposed work for all of the partners. The research-oriented work package is relevant to the project objectives and is expected to be effective to achieve those objectives. The research tasks' funding requested do not exceed the 30% of the total grant and at least 50% of the budget for this component is allocated to the coordinator. The consortium matches the requirements for delivering the project’s objectives, and it brings together the necessary disciplinary and inter-disciplinary expertise /knowledge. The project brings together partners with different backgrounds, which can create fruitful collaborations. Each partner has a valid role and capacity to fulfil it in the project. Overall, the critical risks relating to project implementation are reasonable and proper mitigation measures are proposed. The staff exchanges, their duration and the involved staff are already foreseen in the early stages of the project, which makes it ambitious from the project management point of view. The partners have access to most of the critical infrastructure (including simulators) necessary to carry out project activities. A set of well-defined and planned deliverables is provided in the project. Also the milestones are clearly defined with effective means of verification. The open science expertise in the consortium is reflected in the thoroughness of the corresponding implementation aspects. All partners are indicated to have a gender equality plan in place (not explicitly referenced), and there is a task that will monitor consortium partners' compliance with their gender equality plans. This network will Twin TalTech with leading International Institutions Aalto University, Delft University of Technology, High Performance Computing Center of Stuttgart University (HLRS) and SpinUnit - urban research and innovation practice (developer of UrbanistAI software). The project will reshape the education of future city developers and place Estonia at the forefront of inclusive and citizen-led urban development to enhance the liveability of our cities. Urban planning actions aimed to mitigate climate change impacts through digital and green urban transformations must include actively citizens. Though currently the processes that determine how and for whom cities are designed, tends to be exclusive. Co-design workshops fail to empower the voice of the citizens and their input is not reaching into the actual urban planning actions. Bridges proposes to review and update urban planning and architecture curricula, to include capacity building in participatory processes and use of digital and smart tools (e.g., data visualisation and immersive XR technology, AI based participatory design software). The use of smart tools and services are enhanced by analog approaches of best practices for citizen science and citizen engagement. The Twinning activities will include development of joint PhD courses, study visits for researchers (WP1), mentoring of female eraly career researchers (WP2) as well as capacity building among the support services (WP4). The excellence and innovation of the project is enhanced by joint research project (WP3) using as demo area Mustamäe district. Research provides innovative research topics and roots the gained skills and knowledge. Evaluation Summary Report Evaluation Result Total score: 12.00 (Threshold: 10 ) Criterion 1 - Excellence Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) 101159696/Bridges-29/01/2024-17:58:58 1/4 Associated with document Ref. Ares(2024)667579 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives of the proposal are clear and achievable. Most of them are measurable and verifiable. It is not clear how the objective of enhancing creativity in R&I collaboration will lead to measurable results, as insufficient information is provided on methods and metrics to assess the effectiveness of Citizen Science and participatory practices compared to the baseline cases. The objectives are relevant to the call as the proposal aims to stimulate scientific excellence and innovation capacity in the Widening partner towards Participatory Design Practices for Smart Sustainable Cities (SSC). The project clearly explains how it intends to build capacity for R&I development through the integration of state of the art AI and VR components in Open Science participatory strategies for urban planning. On this front, the proposal offers a well-defined, ambitious and credible strategic vision that focuses mostly on curricula upgrade with participatory processes and Citizen Science integration. However, it is less specific on describing concrete strategies for extending the state of the art in other areas such as SSC and/or wellbeing. The coordinating institution from the widening country can be expected to benefit significantly from the consortium. The proposal includes a comprehensive set of activities that are expected to contribute to strengthening the research management and administration skills of the widening partner. The activities planned for this purpose are very well identified. Due to the nature of the research component and the experience of the leading institutions, the project is likely to stimulate creativity and the development of new approaches to the integration of civil society and citizen participation in the urban planning of smart cities. Increased mobility is foreseen to enhance networking activities through short-term staff exchanges, expert visits, on-site or virtual training, workshops, summer schools, conference participation and dissemination. The coordination and support measures focus on building capacity and influencing curricula at the TalTech Academy of Architecture and Urban Planning in Tallin, likely leading to the improvement of their research skills and performance. The methodology is clear and sound in terms of the concepts and models used. The proposal concisely describes the synergies between its objectives and those of the EU, in particular with regard to the twin green-digital transition, Smart Specialisation and the New European Bauhaus initiative. The proposed contribution to the UN Sustainable Development Goals is well presented and credible. Open Science practices are very well described and integrated into the project methodology. Open Science is taken into account in the licensing of results and their availability through a sufficiently diversified range of platforms. The provisions for the management of research data and other research results are very good and detailed; they will follow the FAIR principles. However, the proposal is less clear on identifying main challenges and approaches to address them. Criterion 2 - Impact Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance of the contributions from the project. - Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. The proposal describes credible pathways towards outcomes and impacts, together with key target groups and measurable results. The significance of these potential impacts is substantial and the overall scale is appropriate. However, the national component of the impacts is not fully addressed in the proposal. The extent of the improvement in excellence in the widening country is clear and well analysed. The proposal can be expected to make a solid contribution to closing the research and innovation gap in the EU. Based on a detailed plan of expected contributions, the proposal offers appropriate and focused strategic networking mechanisms between partners. A specific WP is planned to strengthen the research management capacities and administrative skills of the coordinating institution, encompassing transfer of skills in administration as well as data management and open science practices. However, the scale of the benefits to the widening partner is not clear as adequate baseline data on specific deficiencies of the widening partner is not provided. The risk analysis regarding potential barriers towards impact and related mitigation measures are not fully explored and described. There is a detailed dissemination plan with an extensive and appropriate list of communication activities and their target audiences. The project offers a very clear description of the exploitation targets and methodologies that will be employed. However, the proposal does not provide sufficient details on the IPR policy to be followed. Criterion 3 - Quality and efficiency of the implementation Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is well prepared, with appropriate tasks and relationships between them. The overall structure is coherent and the Gantt and Pert charts are very clear. Some activities are not fully described in sufficient detail ( e.g. those carried out by the Spin Unit). Deliverables and milestones are planned in a timely manner. However, most milestones are concentrated in the first year. The means of monitoring and verifying milestones are not sufficiently clear. The research component is in line with the budgetary requirements of the call. The amount of effort attributed to each WP is realistic and adequate to cover the planned activities. The proposal provides an adequate list of critical risks related to project implementation. Most of the mitigation measures are potentially effective, but some, such as those related to low civil society participation, are not fully convincing. The participants in this proposal have complementary and valid roles in line with the objectives of the project; the proposal very convincingly describes the promising know-how of the cooperating institutions and how it matches the development needs of the coordinator. The consortium as a whole brings together the expertise, the access to excellent critical infrastructure and the operational capacity required to carry out the project. The expertise of the consortium in social sciences and humanities, open science practices and gender aspects of research is very good. All partners have a relevant role in the project and have the capacity to fulfil the project objectives. The continuing development to a further level of autonomy requires more attention to the driving condition, especially for Nordic countries known for their distinctive four seasons - spring, summer, autumn, and winter - each with unique characteristics and challenges. Sensors and cameras must be able to detect and respond to obstacles and hazards in real time, and the algorithms that govern autonomous driving must make split-second decisions to ensure road safety. These seasons can significantly impact autonomous driving technology, which is becoming increasingly prevalent in the region. The rapid development of intelligent control technology has also brought about changes in the automotive industry and led to the development of autonomous or self-driving vehicles. To overcome traffic and environment issues, autonomous cars use a number of sensors for vision as well as a navigation system and actuators to control electromechanical systems and computers to process the data. The NORDICTWIN project aims to establish a cutting-edge research hub at the nexus of Autonomous Driving, Electric Vehicles, and Digital Twins in Northern Europe. Collaborating with leading universities in the Nordic region and Estonia, this initiative seeks to foster research excellence, and address key challenges in modern transportation. The primary goals of the NORDICTWIN project consortium are to encompass the creation of knowledge exchange networks and activities, bolstering expertise in DTs for contemporary electromobility through research and early-career researcher training, formulating a methodology for Digital Twins development tailored to environmental nuances, instituting fresh graduate and executive training initiatives in e-mobility and Cyber-Physical Systems, and fortifying research management capabilities and sustainability via collaborative project proposals and skills enhancement. Ares(2024)667194 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The proposal's objectives are very well presented and in addressing the creation of world-class research capabilities and excellence within autonomous driving, electric vehicle and digital twinning aimed at the environmental, climate and road conditions in Northern European territories, they are clearly in line with the specific objective of the Call topic. Objectives related to skill and capabilities development, staff exchange and in-depth learning and knowledge exchange are convincingly described, measurable and achievable. However, as specific research topics will only be established during the proposed project, it is not sufficiently clear what measurable and verifiable objectives (for example with respect to advances in state-of-the-art) are foreseen This is a shortcoming. The coordination and support measures are generally very well described. They suitably involve the development of new teaching capabilities and enhancing research through supervising projects, PhDs and post-docs and through staff exchanges between partners. New algorithms will be appropriately developed designed for the specific challenges of Nordic regions, and the proposed publicly available courses to be developed for the partners are well described and suitable. The methodological approach is generally credibly presented and is suitable for the activities to be undertaken. The strengthening of research management skills is adequately explained, along with the creation of joint project proposals. This will help to improve the administration skills of the coordinator. However, the main challenges to be faced by the coordinator, and possible strategies to overcome them, are not described with sufficient details. This is a minor shortcoming. An open science approach will be applied and the outcomes will be made publicly available through open-access publications. Plans for data management and the management of research outputs are in line with FAIR principles. The proposal clearly articulates its ability to contribute towards the expected outcomes and impacts in the Work Programme topic, through improvements in autonomous driving in harsh weather conditions. The expected outcomes with respect to digital twins are significant and could potentially be of large scale. The advancement of the coordinating institution in the specific areas addressed is likely to be significant, and planned publications will suitably increase the reputation of the coordinator and its staff. However, the means to sustain staff exchange and workshops and the need for continuing upgrades of teaching material are insufficiently detailed. This is a shortcoming. The dissemination and exploitation plans, including specific communication activities, are well presented and appropriate. They utilise well-established and standard methods. The management of intellectual property is suitably addressed. Criterion 3 - Quality and efficiency of the implementation Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is generally well presented and includes clearly defined milestones and deliverables. Activities related to research components are insufficiently detailed. The allocation of resources across tasks and partners is generally suitable, although the high level of resources allocated to research in WP3 lacks sufficient justification. This is a shortcoming. Insufficient budget is set aside for travel. This is a minor shortcoming. With respect to risk management, although risks are identified, the proposed mitigation measures are too generic. This is a minor shortcoming. The consortium has the required level of expertise and inter-disciplinary knowledge, and includes expertise in open science practices. Access to the critical infrastructure, necessary to carry out project activities is given through the consortium partners. Each partner has a valid role in the project and each partner has the capacity to fulfil their role. The production freedom granted by the novel production technology creates an opportunity for more efficient, object- oriented machines to be built, that have both lower environmental impact and raw material consumption than the current standards in the sector. These advantages would mean a new era for electrical machinery applications, with a significant positive impact on the desired green transition that is being pursued in Europe and Beyond. Tallinn University of Technology (TalTech) has achieved significant progress in the methodological development of additive manufacturing of electrical machines. For full maturation of the technology, more coordinated, international cooperation is needed. The objective of the proposed MAMEM project is to create world-class research, teaching, and knowledge transfer capabilities at the crossroads of additive manufacturing and electrical engineering at TalTech, Estonia. This will be achieved by complementing the existing unique knowledge base of TalTech by training the next generation of early-career researchers, exchanging new knowledge between senior researchers and support staff, developing new educational capabilities, enhancing organizational capabilities, and conducting a pilot small-scale research project. The MAMEM project will pool the competencies of three leading European Research Institutes: Fraunhofer IFAM, University of Bristol, and VTT with TalTech to develop an international cutting-edge research center studying and shaping additively manufactured electromagnetic system capabilities fit for the digital and sustainable future in Estonia, Europe and beyond. Evaluation Summary Report Evaluation Result Total score: 11.50 (Threshold: 10 ) Criterion 1 - Excellence Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101160075/MAMEM-29/01/2024-17:10:57 1/4 Associated with document Ref. Ares(2024)665779 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The proposal's primary objectives are relevant for the call and aim to enhance the coordinator's scientific and technological capabilities in additive manufacturing and to increase the institution's capacity to secure internationally competitive research funding. In particular, the proposal includes knowledge transfer and networking with three leading counterparts at the EU countries namely UK, Finland and Germany, which are domain experts. While these objectives align with the work programme, the presentation of measurable objectives in the proposal lack clarity and precision. This is a shortcoming The coordinator will benefit from the partnership with leading institutions, by gaining access to expertise in additive manufacturing and rapid prototyping research development, research management, and administration. Strategic vision regarding additive manufacturing (AM) of electrical machines is well described. The joint project has potential to take the related research field to a new stage. It is particularly positive that the proposal research activity aims at achieving TRL 6.This activity is ambitious and credible. The proposal describes very well how the coordinator will benefit from the partnership by means of knowledge transfer and networking activities. The proposal convincingly outlines how the research management and administrative skills of the coordinator will be strengthened. The proposed methodology is not described in sufficiently clear and precise way. For example, the proposal does not sufficiently describes potential synergies within European Research and Innovation policies within additive manufacturing of electrical machines. Moreover, the proposal does not sufficiently well describe the main challenges behind coordinator partner from Estonia to be lagging on European level. This is a shortcoming. The project will implement a comprehensive open access strategy, making its findings readily available to the scientific community and the general public, while also maintaining open communication with all stakeholders. The proposed open science practices is appropriate. FAIR principles are addressed. The applicants have not identified any potential challenges or have provided any approach to overcome them. This is a major shortcoming. The synergies with national, regional and/or European funds and strategies/policy priorities are not discussed in detail. The potential of the proposal to deliver impact is very promising and broadly aligned with those outlined in the work programme, However, they lack a clear explanation and justification based on the proposed activities. The baseline values are missing, which makes the prediction of improvement less credible. This constitutes a minor weakness in the proposal. The scale and significance of the impact of the expected outcomes are sufficiently significant thanks to broad coverage of stakeholders who will benefit from them: These include researchers and students at the coordinating partner as well as public and industry stakeholders. These are adequately described with tangible metrics. The proposal describes well the potential to improve the excellence capacity and resources in the coordinating partner from a widening country thanks to both work packages dedicated to training as well as research activities. This is appropriate. The strategic networking activities are well defined in the proposal. The are mainly between the coordinating partner and the three partners from leading countries. This is appropriate. The reputation, attractiveness of the coordinating institution as well as the research profile of the staff will benefit from the proposed coordinating and support actions. The proposal has focused activities, aimed at expanding the research management capacities and administrative skills of the staff from coordinating institution, which is adequate. The proposal does not include a description of main barriers or risks that have the potential to limit impacts. Hence the quality of appropriate measures to mitigate such risks can not be assessed. This is a shortcoming. Regarding the measures to maximise expected outcomes and impacts, the communication activities include standard measures such as project website and social media, which are all appropriate. The dissemination plan includes a comprehensive set of measures from open access journal publications to conference participation, summer/winter schools which are suitable and relevant. The proposal includes a comprehensive exploitation plan, which is well described and appropriate. All these activities have well identified target groups from academia to industry and public, which are appropriate. Criterion 3 - Quality and efficiency of the implementation Score: 4.00 (Threshold: 3 / 5.00 , Weight: - ) 101160075/MAMEM-29/01/2024-17:10:57 2/4 Associated with document Ref. Ares(2024)665779 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is coherent, logical and effective for the implementation of the objectives, although the description of the content of the tasks in some of the workpackage is not sufficiently detailed. For some workpackages is not very clear what the specific research objectives are, what methods/approaches will be used. Consequently, the corresponding deliverables and milestones are also generically formulated, which is a shortcoming. Although, the descriptions of the planned research activities lack clarity and precision, the overall justification of resources for research and training and mobility is adequate. Regarding the quality of the consortium, the consortium brings together four academic and research institutions one from widening country, Estonia, and three leading counterparts from UK, Germany and Finland. The leading partners have good quality expertise and appropriate research infrastructure to carry out the proposed activities. They have complementary expertise with appropriate interdisciplinarity covering research management, communication and exploitation as well as domain knowledge in additive manufacturing of electrical machines. These are necessary to realize the project objectives. While some implementation risks have been identified, they are very few and the proposed mitigation strategies fail to provide sufficient assurance. This represents a significant shortcoming of the proposal. The proposal does not explicitly describe expertise in open science practices which are potentially relevant for different activities proposed. This is a shortcoming. In particular each partner in the consortium both from widening countries and leading countries has a well defined role with valid contributions which is well described in a table. This is appropriate and credible. The ratio of the resources allocated to the research is in agreement with the rules for budgeting. This is appropriate. The consortium matches the project's objectives well and is prepared to effectively react in case of industrial/commercial involvement in relation to exploitation of results. The research ambition of the TAICHIP (TalTech AI-chip) action is a leading-edge forward-thinking R&D framework for reliable and resource-efficient custom AI-chips based on open HW architectures (e.g., RISC-V, NVDLA), open EDA (Electronic Design Automation) tools, methodologies and implementation technologies satisfying the requirements of AI applications of tomorrow. TAICHIP project also allows building at TalTech the necessary scientific knowledge, research skills, administrative and management skills, as well as strengthening its advanced training and education capacity. Evenly related to the central goal are the additional measures that focus on building the supporting capacities, as well as dissemination, exploitation and communication, and public policy focused activities. Evaluation Summary Report Evaluation Result Total score: 14.50 (Threshold: 10 ) Criterion 1 - Excellence Score: 5.00 (Threshold: 3 / 5.00 , Weight: - ) 101160182/TAICHIP-29/01/2024-16:51:59 1/4 Associated with document Ref. Ares(2024)665001 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives are well-defined, focusing on strengthening research excellence, enhancing educational capacity, and improving research management and AI-chip design innovations. Measurability is clearly demonstrated, and KPIs are very well defined – divided into objectives, tasks, and concrete deliverables. Verifiability is ensured through milestones and deliverables outlined in the proposal. Achievability is realistic supported by Coordinator's existing competencies and the support from leading institutions. The objectives are strongly pertinent to the WIDERA Workprogramme and with the EU's focus on advancing technology, research excellence, and innovation. The strategic vision of improving the coordinator’s excellence beyond the state of the art in AI chip design together with four high-quality partner institutes is very convincing and will significantly enhance the coordinator’s excellence towards that of the leading European institutes. The vision is highly ambitious, aiming to establish Coordinator partner as a leader in AI-chip research. Credibility is supported by the detailed planning, Coordinator’s historical competencies, and the involvement of established institutions. It is clear that the partnership with the leading institutions will bring excellent benefits to the coordinator. The proposal includes comprehensive set of well-identified, suitable, and high-quality activities to excellently boost the coordinator’s skills and capabilities in scientific research, administration and management, training and education, dissemination and communication, and public policy activities. High-quality measures aiming to strengthen the management and administration skills of the coordinating institute are very well embedded in the proposal. Contribution of the leading institutes is very well identified and very convincing in terms of provision of access to new research avenues (e.g., staff exchanges for the leading institution, refreshing BSc, MSc and PhD curricula with latest innovations in Ai-based chips, training to alumni, etc.). The project's concepts are sound and grounded in current technological advancements and research in AI-chip design. The proposal aligns well with national and European strategies, especially in the realms of smart specialization and digital transformation. It supports the EU's technology and innovation priorities, potentially leveraging funds from programs like Horizon Europe. The Open science principles are well addressed, convincingly implemented and very appropriate for the proposed activities. The proposal excellently identifies key challenges and their mitigation methods, through a very detailed SWOT analysis. The approach to overcoming these challenges is credibly and effectively presented, leveraging collaboration with leading institutions and integrating cutting-edge research. The project's approach to data management and handling research outputs is well in line with the FAIR principles. E.g., plans to use platforms like Zenodo and institutional repositories ensure that data and research outputs are easily locatable and accessible; the use of common formats and standards, along with open- source tools, supports interoperability; there are planned publications in high-impact journals, conference proceedings, all of which are open-access. The credibility of the presented impact is sound and clear. The project’s contribution to the scale and significance of the expected outcomes and impacts is clearly excellent. For example, the leading role of Coordinator’s country in terms of number of AI-based startups per capita, will make the scale of the current research proposal results already very relevant. The collaboration with leading European institutions and the focus on cutting-edge research in AI-chip design, in line with EU policies like the Chips Act and AI Act, has a clear potential to make significant advancements in the field. The proposal demonstrates significant improvement of the excellence capacity and resources of the coordinating institute through strong networking and educational outreach activities and, thus, very convincingly contribute to the closing of the gap in research and innovation within the EU. The proposal demonstrates a strong emphasis on strategic networking, including staff exchanges, workshops, and collaborations with leading institutions. The project aims to establish the Coordinating institution as a center of excellence in AI-chip design, which would significantly raise its reputation and attractiveness. Joint publication and attendance of scientific conferences by consortium members will further improve the research profile of scientists at the coordinator’s institution. The measures aiming at strengthening the research management capabilities and administrative skills of the staff of the coordination institute are of excellent quality, forecasting significant increase of the performance of the coordinating institute. Potential barriers and risks are very well addressed (e.g., shortage of qualified people with adequate research profile in Coordinator’s country, sustainability barriers and low-income Estonian economy). The mitigating measures against the potential barriers, risks or any factors limiting impact are excellently identified and very effective. The draft plan for dissemination and exploitation is of excellent quality, comprehensive and well-suited to the scale of the project. A detailed dissemination plan covers a wide range of stakeholders, ensuring that the project's impacts reach diverse sectors through the use of various dissemination instruments (scientific journals, conferences, technical seminars, and open-access platforms). The exploitation plan is well detailed and the main expected outcomes are clearly described. The involvement of technology transfer offices and the plan for licensing agreements post-project further ensure a sustainable pathway for exploiting the project results. The proposal also presents a detailed communication strategy, including Online Presence (website and social media), press releases, videos, promotional events. The approach to IP management is pragmatic and forward-looking, particularly in identifying background IP and defining rights for foreground IP. The management of intellectual property and the foreseen protection measures support very well the exploitation of the results. Criterion 3 - Quality and efficiency of the implementation 101160182/TAICHIP-29/01/2024-16:51:59 2/4 Associated with document Ref. Ares(2024)665001 - 29/01/2024 Score: 4.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is well defined and effective. Work packages timing and their components (deliverables, milestones, Gantt Chart, and Pert Chart) are carefully designed, very high quality, and very effective. The description of work and the task allocation are good. The work packages, deliverables and milestones are carefully designed and relevant, and the coherence between deliverables and work packages is of high quality. Related to the LS scheme, the description of activities and tasks in each work package are truly detailed and sufficient for guaranteeing effective and efficient achievement of the project objectives. Deliverables include several reports, and less demonstrations. There are equipment purchases for BE1 (table 3.1h), however, no depreciation costs are listed in the appropriate table rows in the budget table. These are minor shortcomings. The quality and effectiveness of the research work package is very good. The WP is in the required limit of max 30% of the total HE grant and at least 50% of the budget of this component is allocated to the coordinator. The risk assessment plan is well written and proposed mitigations measures are reasonable and in sufficient detail. There is an assessment of the likelihood and severity estimation. Critical risks are excellently analyzed, and mitigation measures are well designed and relevant, including - for most of them - a credible probability-impact analysis. In the LS scheme, the resources assigned to work packages and beneficiaries are adequate to achieve the proposal’s objectives and deliverables – they clearly are reasonable, justified by and in line with the proposed activities and non-excessive. The total amount of allocated salaries is acceptable when compared to the required maximum of the HE grant. However, some of the personnel costs for senior researchers from two countries (France and UK), appear elevated even considering inflation. This is a minor shortcoming. The consortium matches excellently the project’s objectives, brings excellently together all the necessary disciplinary and interdisciplinary expertise and knowledge, and demonstrates a strong commitment to open science practices, particularly through open-source hardware initiatives and open-access dissemination strategies. The consortium has a proper plan to facilitate gender equality and equal opportunities, however the expertise in gender aspects and capabilities to implement the gender equality plan is not evident in the proposal. The partners clearly have full access to high quality critical infrastructure necessary to carry out the project activities, however, it is not fully elaborated on how and what lab equipment has relevance to the project activities. This is a minor shortcoming. The consortium members excellently complement one another and the leading counterparts are clearly internationally highly distinguished institutes prepared to help the coordinator institute. Each partner in the consortium has a well-defined and valid role that contributes to the project’s objectives, aligned with their respective areas of expertise. They clearly have the necessary capacity and resources to fulfil their roles effectively. Their extensive experience in similar projects and expertise are strong indicators of their capability to meet the project’s demands. The involvement of industrial and commercial entities, particularly through the External Expert Advisory Board (EEAB), enhances the project's orientation towards practical, market-relevant outcomes. This setup is promising for the exploitation of results, ensuring that the research findings have tangible impacts in the AI and chip design industries. The project’s focus on open-source collaboration with industry leaders strengthens its potential for commercial and industrial exploitation of results. They are a primary focus in reducing energy use, curbing carbon emissions, and advancing sustainability. Given that a substantial majority (85-95%) of current buildings will persist into 2050, deep renovation emerges as a pivotal strategy for realizing Green Deal Goals. Buildings are increasingly vulnerable to climate change impacts, which exhibit regional variations and heighten exposure to extreme weather patterns. These occurrences, combined with chronic climate changes, impair building integrity and longevity. With significant investments channeled into the pan-European Renovation Wave, it's imperative to ensure that climate change considerations are integral to constructing resilient, adaptable buildings. Planning climate-resilient renovations is complex, demanding a deeper understanding of climate change intricacies. To mitigate excessive uncertainty, we must enhance climate-resilient renovation research and build broader expertise in climate-informed civil engineering. As EU policy becomes more rigorous and allocates greater resources to renovation, the durability of these solutions in future climates must be assured. Currently, there's limited academic capacity to design climate-proof renovations and deliver multifunctional retrofit designs for existing buildings. TalTech is well-positioned to evolve into a global hub of knowledge for this research field. The project will aim to improve teaching and research capabilities of TalTech to support climate resilient renovation in Estonia, Europe and beyond, it will strengthen TalTech’s participation in international research community and support the green transition of the Civil Engineering School of the widening university, and all in all increase the EU expert pool in climate proofing renovation. Evaluation Summary Report Evaluation Result Total score: 11.00 (Threshold: 10 ) Criterion 1 - Excellence Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101159530/ARCtwin-29/01/2024-16:14:42 1/4 Associated with document Ref. Ares(2024)662249 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives of the proposal are clear and fully pertinent to the description of the work programme. However, they are only partially measurable and verifiable as the related quantified KPIs are not sufficiently developed for all objectives. This is a shortcoming. The strategic vision is unconvincingly presented as the proposal does not provide enough evidence about how it goes beyond the state-of-the-art within the defined area of research and innovation. Moreover, it is moderate in ambition as it mostly focuses on research/academic achievements without clear perspectives for industrial or commercial engagement. These are shortcomings. The coordinator will clearly benefit from cooperation with the leading institutions from the advanced countries thanks to enhancement in research, mobility, and connectivity in Europe. Moreover, the planned activities will contribute to the Green Transition Strategy of the coordinator. The quality of the proposed coordination and support measures is good. They encompass the activities related to the small scale pilot research projects, new courses, doctoral schools, seminars, staff exchange among others. Strengthening the research management and administration skills of the coordinating institution is well addressed in the proposal. The proposal clearly demonstrates that the leading institutions contribute significantly to provide access to new research avenues and mobility through sharing research, training and organizational activities. The methodology is sound, and based on valid assumptions. The proposal topic addresses very well the European Green Deal, in particular with its flagship initiative the Renovation Wave strategy. Open science practices are very well implemented as an integral part of the proposed methodology. The main challenges have been identified and clearly presented in the proposal. They are supported by well-thought out and effective mitigation measures. The research data management is properly addressed and it is in line with the FAIR (Findable, Accessible, Interoperable, Reusable) principles. The pathways towards achieving the expected outcomes and impacts are clearly outlined and they are credible. However, the scale of the proposal’s contribution to the expected outcomes and impacts is somehow limited as they are mostly of a research or academic nature and the significance of this contribution is not fully demonstrated in the quantified manner. This is a shortcoming. The proposal very well demonstrates an improvement of the excellence capacity and resources in the Widening countries to close the gap in research and innovation within the EU in the area of climate proofed renovations of buildings (climate adaptation and climate resilient renovation). There is a clear plan for training, and mobility between the partners. The collaboration will enhance national engagement with other institutions of the Widening country and enhance mobility and visibility in Europe. The raising of the reputation and attractiveness of the coordinating institution at the European level is clearly demonstrated in the proposal. The cooperation with leading institutions will also contribute very well to enhancement of the research profile of the staff. The proposal will undoubtedly contribute to strengthening the research management capacities and administrative skills of the coordinator’s staff. The potential barriers and risks as well as the mitigation measures are not sufficiently addressed, as they are mostly limited to very general statements on a global financial, political and regulatory situation. This is a minor shortcoming. There is a credible dissemination plan proposed with well-planned communication activities. The communication channels are well selected addressing well identified and versatile audiences. The dissemination and exploitation draft plan is proportionate to the scale of the project. There are credible management structures for handling intellectual property through a Consortium Agreement (CA) planned to be formed at the early stages of the project. Criterion 3 - Quality and efficiency of the implementation Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101159530/ARCtwin-29/01/2024-16:14:42 2/4 Associated with document Ref. Ares(2024)662249 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is appropriate, logically designed and properly structured with clearly formulated objectives and tasks. The timing and content of the tasks is well planned and effective for the proposal’s objectives achievement. The proposed milestones are relevant and enable proper monitoring of the progress of the project. The deliverables are well planned both in terms of timing and content. The pilot research addressed by the proposal is of high importance and quality, however, the related activities are rather limited as they are mostly focused on the literature studies. This is a shortcoming. The research component does not exceed 30% of the total grant, and coordinator allocation is at least 50%. The limited risk analysis is provided with adequate mitigation measures. The resources allocated to work packages and beneficiaries are well balanced with activities planned and adequate to achieve the proposal’s objectives. The costs are mostly well justified. A minor comment is on the limited justification for some purchases (e.g. sensors). This is a minor shortcoming. The consortium as a whole is very well balanced and matches very well the proposal’s objectives. All partners bring together the necessary expertise to achieve the project objectives. The access to critical infrastructure is mostly well demonstrated for all partners. However, details concerning infrastructure needed for renovations and access to it are not specifically addressed in the proposal. This is a minor shortcoming. The consortium has been well described. All partners have required competences, which are complementary. The leading partners from the advanced countries are of top quality in their areas of expertise. All the participants play valid roles and they have the capacity to fulfill their roles in the planned activities. Aspects related to industrial or commercial engagement for exploitation are not explicitly addressed in the proposal. This is a minor shortcoming. The BALTIC-FIT will achieve this goal by implementing a three-year Innovation strategy comprising five objectives, which are focused on strengthening the TalTech’s position in the field of maritime decarbonization. This strategy includes short-term staff exchanges of senior and young researchers, 3 thematic summer schools; organization of innovation workshops for industrial and maritime stakeholders; attendance of external events; publication of joint open-access research articles and professional articles. To strengthen the research management skills of TalTech, a specific work package integrates a comprehensive approach including (1) multi-hour mentoring programme focused on preparation of Horizon Europe proposals and (2) training workshops on proposal writing, research management, project administration, research dissemination and communication and IP management. In the frame of the joint innovation project the partners will concentrate efforts on the decarbonization of the shipping in Baltic Sea region, which has specific constraints in terms of operations, and will deliver recommendations for authorities and private business companies on how to tackle the pressing issue of decarbonisation. The authorities will have more understanding the opportunities that business sector has in GHG-emission reduction and private sector will learn about operational (TalTech), technical (VTT) and digital (RISE) aspects of shipping. By enhancing collaboration between Baltic maritime stakeholders, BALTIC-FIT will cultivate a comprehensive understanding of the sustainable maritime practices, guiding the region towards environmental sustainability aligned with “Fit for 55' package and contributing to the success of the European Green Deal. Ares(2024)664445 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives of the proposal are clearly described and revolve around the strengthening of the Widening Institution's position in the field of maritime transport decarbonization. The proposal has clearly identified key performance indicators linked with the main objectives. The goals established can be credibly achievable in the proposed time frame. The proposal excellently addresses the Call’s scope in line with the topic requirement. It elaborates very well on the state of the art, focusing on digital technologies to decrease vessels’ GHG-emissions. In addition, it very convincingly presents a clear strategic vision on how to develop R&I excellence beyond the state of the art, not only from a purely academic point of view but also incorporating industrial players. The coordinator will clearly benefit from the partnership not only from the knowledge point of view but also from a networking perspective, a specific Work Package is devoted to such actions. The individual activities proposed are very good in order to meet the established objectives, providing a very good level of detail. There is a dedicated work package devoted to research management and administration skills, an external advisory company credibly supports these activities. The leading institution will contribute very well in terms of provision of access to new research avenues, creativity, and the development of new approaches, as well as acting as a source for increased mobility. The proposed coordination and support measures are excellent. A significant level of synergies exists with various EU funds and policies, particularly in relation with the decarbonization of the Maritime sector (i.e., FuelEU) and its digitalization. The project will appropriately use a variety of the Open Access Practices. The main operational, technological and environmental challenges are clearly highlighted. The proposed approach to overcoming major challenges is credible and effective. Data management is excellent and in line with FAIR (Findable, Accessible, Interoperable, Reusable) principles, and a data management plan will be developed in due time for the proposed project. The anticipated outcomes and impacts outlined in the proposal are convincing and measurable. This is particularly significant considering the relevance of the Baltic region within the EU's maritime industry and the EU's policy goal of reducing emissions. The credibility of the pathways and the contributions from the proposal to the expected outcomes and impacts are very good. The proposal very credibly demonstrates an improvement of the excellence capacity and resources of the coordinator particularly by its interaction with the other participants but also with other actors within the targeted area of action (i.e. the Baltic Sea) through various networking activities. The strategic networking activities between the research institutions of the Widening countries and two leading counterparts are excellently described. The proposal offers a convincing image of how the foreseen Work Programme will contribute to increase the research reputation of the coordinating institution. It clearly describes how newly gained reputation will lead to a more ambitious research programme that will attract more skilled staff and new research opportunities in future European Commission projects. The coordinating institution will significantly strengthen the research management capacities and administrative skills of its staff, particularly through the dedicated workshops planned. The potential barriers are very well identified and presented in the areas of the Baltic Sea shipping decarbonisation and collaboration between the three engaged in the project countries. However, the analysis of the significance of the risks is not complete. Mitigation measures are provided, but they are not very robust. An appropriate dissemination plan is presented with relevant channels, concrete targeted audiences and measurable KPIs. Communication activities (project website, video, blog etc.) are sufficiently presented. The management of the Intellectual Property is very well considered in the proposal; a method to continuously check any Intellectual Property development throughout the project is convincingly provided. Criterion 3 - Quality and efficiency of the implementation Score: 5.00 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The proposed Work Packages (WPs) are comprehensive and detailed in order to achieve the stated objectives. Each of the Work Packages and activities are coherent with one another and the timing proposed is realistic. However, some deliverables are not suitable for monitoring the project's progress. For example, to disseminate the set of recommendations to the identified authorities and companies one month before the end of the project is not fully effective. This is a minor shortcoming. The quality and effectiveness of Work Package 5 (WP5) as a Joint Innovation Project (a research component) is very good in terms of the planned budget: it is not exceeding 30% of the total HE grant; and more than 50% of the budget is allocated to the coordinator. Relevant risks and mitigation measures for project implementation are very well identified. The effort is well balanced between WPs and partners. An adequate number of personal months are planned. Personal costs are in line with requirements. The composition of the consortium is excellent, with each of the participating partners having sufficient expertise in the maritime transport sector. At the same time, they are capable of providing an appropriate level of multidisciplinary expertise. The participants have sufficient expertise in social sciences, humanities and Open Science practices in order to successfully implement the project. The partners have access to the necessary infrastructure required to conduct project activities, not only through direct ownership but mostly through a network of connections with relevant players in maritime transport, such as ports or shipping companies. The consortium has outstanding complementarity and inter- disciplinary expertise, including shipping operations, maritime informatics, project development and management, port energy efficiency, decarbonisation and digitalisation of maritime transport. All partners have a valid role and sufficient resources to fulfill that role. Appropriate industrial and commercial relationships with the maritime sector are foreseen in the proposal with devoted WP to that task. Through collaboration with renowned research institutions, the University of Montpellier (France) and the University of Cagliari (Italy), this initiative sets the stage for environmentally responsible innovation. Over a three-year period, the project will focus on developing sustainable mechanochemical production methods for agrochemicals, addressing a market valued at over 200 milliards € in 2022 and utilizing bio-labeled chemicals and locally available mineral resources (target TRL levels 1–5). This transition from traditional solvent-based processes to mechanochemistry promises significant reductions in carbon emissions and environmental impact while fostering expertise and education in the chemical community. Beyond technological advancement, the project seeks to elevate mechanochemistry as a routine production method, driving innovation, deepening understanding of chemical transformations, and cultivating a new generation of green-thinking researchers. This collaboration will also enhance TalTech's excellence capacity by bridging knowledge gaps and know-how disparities among partners, ultimately strengthening TalTech's research profile and attractiveness. The dissemination of project outcomes represents a critical step toward Estonia's sustainable future, aligning with the nation's broader commitment to decarbonization and innovation in industries like shale rock. This project, characterized by the synergy of academic excellence, practical application, and sustainability commitment, aligns with the European Green Deal's vision and UN Sustainable Development Goals 2, 9, 12, and 13, offering a robust response to the global challenge of climate change and fostering a circular, carbon-neutral economy. Evaluation Summary Report Evaluation Result Total score: 10.00 (Threshold: 10 ) Criterion 1 - Excellence Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101160352/AGROMECH-29/01/2024-16:08:31 1/4 Associated with document Ref. Ares(2024)661840 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives of the proposal are clearly presented, ambitious, measurable, relevant to the call and pertinent to the work programme. The strategic vision of the proposal is promising in the context of developing green technology and the achievability of most of its objectives is clear. However, the achievability of the objective that requires the development of new methods is not fully convincing. More specifically, the proposal does not adequately present a comprehensive strategic vision on how to develop R&I excellence. For example, the approach of selecting and designing twinning activities that focus on industry and on training, is not adequately described. The proposal explains well how the twinning institution will benefit from the experience of the advanced partners to strengthen targeted fields of green and sustainable chemistry. Although the positive effects on the research management, and administration skills of the coordination institution are well argued especially as an expected outcome of the training and cooperation in student supervision, the proposal does not adequately explain how this project will extend recent and ongoing research collaborations among the partners. The proposal demonstrates good synergy with the European Green Deal and UN sustainable goals. However, it does not adequately describe its alignment with other national or regional policies and strategies. Although the proposed scientific methodology is credible and the activities for the exchange of complementary expertise are adequately organized, the ambition and strategic vision beyond the current state-of-the-art are not clearly presented. It is also not sufficiently clear whether all the objectives have corresponding activities, and some activities are not sufficiently motivated as relevant to the work program. For example, the organization of training workshops and summer schools that target the academic community outside the consortia is not adequately justified. Similarly, the development of a MOOC course targeting a global audience is not sufficiently motivated. The focus on the training of the ESRs is commendable. However, the planned student exchanges are not sufficiently described. For example, the goals and length of these exchanges are not adequately described. The proposal includes several activities to strengthen research management and administration. However, how the planned training activities on intellectual property rights, data management, and open data will differ from training already openly available is not adequately described. A data management plan is anticipated. However, the proposal does not adequately discuss the project’s approach to research data management and management of other research outputs. For example, its commitment to FAIR principles is not adequately specified. The main challenges are not sufficiently identified, and subsequently approaches to overcome the main challenges are also not sufficiently identified. Criterion 2 - Impact Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Credibility of the pathways to achieve the expected outcomes and impacts specified in the work programme, and the likely scale and significance of the contributions from the project. - Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. The expected outcomes and impacts of the project on the coordination institution are well explained and credible. Their scale and significance however are not sufficiently convincing. One reason for this assessment is that key performance indicators are not adequately provided for some of the activities. For example, key performance indicators for the planned activities to increase the research management capacities and administrative skills of the staff (such as the type and number of participants), are not clearly specified. Similarly, the number of participants in summer schools and other events are not sufficiently provided. Further, key performance indicators for the final project conference are not adequately provided. Furthermore, although pertinent measures to increase the scientific and technological excellence of the research carried out by the Twinning institution in the Widening country in the target research topics are proposed, the barriers associated with the impacts and the proposed mitigation strategies to address them are not sufficiently provided. Moreover, the pathways for several outcomes and impacts are not sufficiently credible. For example, the expected outcome of additional universities starting research and/or education in the field of mechanochemistry based on the project’s activities is not sufficiently demonstrated. In addition, a very low number of Ph.D. students to be jointly supervised by the coordinator and partners is planned. The contribution of the project to capacity-building through staff development at the Twinning institution is convincingly presented. The cooperation of the coordinating institution with two leading Europe institution clearly contributes to closing the gap in research and innovation within the EU. However, the proposal does not adequately describe enhanced strategic networking activities. That is, the proposal does not adequately describe how the advanced partners will increase networking opportunities for the coordinating institution. Moreover, key stakeholders and target audiences are not sufficiently specified in the proposal. For example, policy makers and government agencies are not adequately included in the dissemination and exploitation plan, and communication activities with these groups are not adequately specified. Furthermore, the industry's interest in the proposed novel sustainable technologies is not clearly stated in the description of long- term impacts and the pathway to impacting industry is not sufficiently credible. That is, the effectiveness of the planned activities to engage with industry is not sufficiently credible. Moreover, mitigating measures against potential barriers, risks and/or other factors are not adequately identified. The measures devised to exploit and disseminate the results obtained within the project are convincing and include relevant activities to involve the industry and the general public. The dissemination draft plan with respect to academics is adequately proportionate to the scale of the project. The draft communication plan is also adequately proportionate to the scale of the project but lacks face-to-face engagement activities with the public. Management of intellectual property is well described in the proposal with foreseen protection measures that will support exploitation and results. Criterion 3 - Quality and efficiency of the implementation Score: 3.00 (Threshold: 3 / 5.00 , Weight: - ) 101160352/AGROMECH-29/01/2024-16:08:31 2/4 Associated with document Ref. Ares(2024)661840 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan does not adequately include a Gantt or similar chart. Thus, the inter-relations among deliverables, milestones and tasks are not effectively presented. There are timeline differences between milestones and tasks – and linked deliverables– that are not adequately explained raising questions about the effectiveness of the work plan. This discrepancy concerns, for example, the MOOC, the seminar on career development and the last workshop on mentor training. Furthermore, insufficiently justified differences between the delivery dates of deliverables and milestones include the due date of the deliverable to enroll Ph.D. candidates which occurs well before the due date of the milestone to establish Ph.D. curricula and supervision. Some tasks are not sufficiently detailed. For example, it is not adequately described how mentor training will be implemented, how a social network for women will be created, or how student internships with companies will be established; and the dedicated WP on Industry cooperation does not sufficiently describe the role of the proposed chemistry. The previous and ongoing close collaboration between the partners is beneficial to reinforce long-lasting collaboration among them. The participant’s complementarity is sufficiently presented. The leading partners are strong counterparts which will help increase competences of the coordinator institute. The consortium matches the project’s objectives well and brings together the necessary research expertise. However, expertise in in teaching and supervision is not adequately described. Although the research budget table is not accurate, the research budget follows all requirements regarding allocation of research costs among partners. However, details regarding the costs for the organization of seminars and school are not adequately provided and the budget lacks clarity in the travel costs to the coordinating institution. Furthermore, the numbers of staff months allocated to the coordinating institution for the exploitation, dissemination and communication work package and for the research work package are not sufficiently justified. Management procedures are presented in detail and are adequate. Risk analysis and risk mitigation measures are mostly adequate. However, risks related to research activities are given in a very short manner and mitigation measures are not adequately proposed. Open science practices and gender aspects of R&I are precisely specified. The partners have access to infrastructure necessary to carry out project activities and each partner has a valid role and capacity to fulfil that role. However, the research equipment is not clearly presented. The availability of the extruder equipment for investigating continuous flow processing, employing reactive extrusion methods is not clear. This interdisciplinary proposal integrates insights from business administration and economics, utilising state-of-the-art concepts such as economic complexity, resilience, strategic autonomy and export potential analysis in the context of digital and green transition. These are approached with AI, utilising novel data sources and experimental research and demonstrators, to strengthen hands on research, policy analysis and co-creation capabilities. By enhancing business administration and economic analytics with AI, we aim to advance research and training to unlock new avenues for economic growth and resilience. The beneficiary is TalTech, the key institution offering business education in Estonia. The University of Stavanger is globally recognised for its expertise in regional innovation and the application of economic complexity. Likewise, Nesta and the Barcelona School of Economics provide unparalleled knowledge in data science and innovation policy, whilst the University of Southern Denmark excels in the use of data science methods for analysing international trade. The action results in heightened research excellence, an enhanced reputation, expanded networks, and an improved ability to successfully compete for research funding in this interdisciplinary research area. The networks established are sustainable and promote joint activities in the long run. This initiative not only advances interdisciplinary research and training but reinforces also the actual resilience and growth of the Estonian and EU economies via enhancing the evidence base for business and policy strategies by offering relevant knowledge and tools to entrepreneurs and policymakers. Evaluation Summary Report Evaluation Result Total score: 11.00 (Threshold: 10 ) Criterion 1 - Excellence 101158715/AI-THRIVE-29/01/2024-17:01:44 1/4 Associated with document Ref. Ares(2024)665408 - 29/01/2024 Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The proposal has ambitious objectives, that are clearly outlined and overall realistic and verifiable. Specifically, the key objectives regarding AI enhancement are convincingly described, but the proposed KPI are too generally addressed, e.g. it is mentioned how many papers will be published but the targeted field(s) of AI application of these papers is not precisely enough presented. The proposal’s objectives align with the current Work Programme, aiming at enhancing the existing expertise of the widening institution in the field of AI and the proposal includes a clear strategic vision. The state of the art is sufficiently described and will be used on a high level, however there is no real vision on stepping beyond the state of the art, e.g. the R&I component of the project hinges on the use of AI/ML methods, these are not groundbreaking per se, and rather the application of existing tools and methods to a novel dataset. This vision is convincingly ambitious in terms of research, as it addresses a new cutting EDGE field and aims at a significant enhancement of expertise. However, the ambition towards the improvement of infrastructure and of the skills of management staff is insufficiently presented. Few research organizations in Europe work in this field, and the consortium will help strengthen this network. The contributions of leading institutions are clearly outlined for all AI-specific activities; therefore, the coordinator will benefit strongly. The application is based on preexisting work and a complex assessment of needs will be performed. A comprehensive set of activities will be supported. Furthermore the project aims to improve research and administrative capabilities for competing in Horizon projects and EU tenders, fostering expertise in technology and management research across Europe. However, regarding skills acquisition, especially for administrative staff, the project lacks sufficiently dedicated actions. The proposal offers a credible approach to access new research avenues, creativity, and the development of new approaches, as well as for increased mobility. The project presents well its research background. The proposed coordination and support measures are methodologically sound. Concepts are robust, models are coherent, and assumptions are well-founded, reflecting a rigorous approach. The distribution of tasks among partners is well-presented, justifying synergies between the widening institution and the rest of the consortium. Open Science practices are accurately integrated into the methodology, showcasing an appropriate commitment to transparency and collaboration that extends even to new algorithms. This reflects a strong collaborative scientific approach. The approach to address challenges, including structural ones, is well-defined, but the concrete challenges to be overcome are not sufficiently identified. For some challenges the ways of overcoming are plausible. e.g., certain proposed solutions involve international collaboration to enhance research quality and reduce dropouts through targeted training. However technical challenges are not fully covered. AI demands data bases, storage and computing. These demand energy availability, the capability to upgrade equipment, data protection policies. These challenging aspects are insufficiently addressed consequently the ways of overcoming these challenges are insufficiently outlined. The research data management aligns adequately with FAIR principles. Concerning AI, the exact architecture and algorithms used are highly dependent on data and data structure. Therefore, at this stage, it is neither possible to provide an in-depth or exact description of these nor to evaluate their robustness. The key pathways are well-organized, focusing on relevant action lines. All research-related actions are adequately explained and credible. The enhancement of AI knowledge is significant for the widening institution and well integrated in the fields that are covered by the project. However, the intended scale of the project is not presented in sufficient detail and consequently the realistic level of significance remains unclear. The project effectively spans national, regional, and European levels in an innovative field, addressing pertinent issues related to data and AI sovereignty. The planned improvement of the excellence capacity and resources (e.g. significant increase in research output) is very ambitious. The robust development of the field and the significant number of involved researchers will promote the achievement efficiently, e.g., via cooperation in multi-authored research output involving consortium members. Furthermore, meaningful networking activities, fostering collaboration between research institutions in Widening countries and leading counterparts, are planned, often based on already existing contacts. The expansion of AI expertise is expected to positively impact both the research and economic ecosystems, significantly elevating the attractiveness as well as the reputation of the coordinating institution. While the pathways outlined for achieving a qualitative leap in research management and administrative skills are acknowledged as essential in the proposal, they lack detailed elaboration. The comprehensive mitigation measures demonstrate a proactive approach in addressing potential barriers, risks, and factors that may limit impact. The dissemination and communication plan anticipates various phases aligned with the project's evolution, with plausible targets. Nevertheless, the focus is very much on academic output – and there is too little attention to disseminate the results to the potential stakeholders and beneficiaries. e.g. commercial actors and policy-makers, as well as to a media strategy that would transmit the findings to the larger public. This is a shortcoming. The Intellectual Property Rights (IPR) aspect is credibly addressed, considering the potential exploitable outcomes of the research. Criterion 3 - Quality and efficiency of the implementation Score: 3.50 (Threshold: 3 / 5.00 , Weight: - ) 101158715/AI-THRIVE-29/01/2024-17:01:44 2/4 Associated with document Ref. Ares(2024)665408 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Quality and effectiveness of the work plan, assessment of risks, and appropriateness of the effort assigned to work packages, and the resources overall. - Capacity and role of each participant, and extent to which the consortium as a whole brings together the necessary expertise. The work plan is effective and well-structured. Timelines and deliverables are plausible. However, potential inter-relations are not sufficiently reflected in the Gantt and Pert charts as all the WPs run in parallel. The research and networking WP and tasks are clearly defined and credible. However, the tasks dedicated to strengthening research management and administration (e.g. WP5) lack detail. The budget for the research component is adequate. The allocation of resources is well justified and follows the 30-50 rule. The risk analysis considers very well the rapidly evolving research environment, which may put a successful integration of diverse disciplines and institutions at risk. Furthermore, insecure adoption curves in the private sector are also convincingly classified as pertinent. However, the proposal does not fully address risks that are inherent to and specific for AI research, e.g., difficulties in building databases, data protection issues, challenges in the interoperability of systems for sharing algorithms. Resource allocation for work packages and beneficiaries is adequate and tasks and WPs are plausibly distributed among the partners, regarding their expertise. The consortium as a whole matches effectively the project's objectives. It consists of a strong, highly specialized academic network and includes relevant and divere’ expertise in economics and data science, but the necessary interdisciplinarity is not plausibly enough described. Social sciences or humanities are insufficiently involved, and gender aspects are not sufficiently considered. Although partners are credible institutions acting in the selected field, the description of specific infrastructures needed to the project (data centers, calculation centers) is insufficiently presented. All partners have a valid role and full capacity to fulfil it and the proposal justifies convincingly the complementary inputs from each consortium member. Although there is some indication of the Widening institution's connection with industry and policymakers, the concrete actions to strengthen these relations remain unclear. The knowledge and skills of the widening partner TalTech in IT and marine geology are matched with excellence partners knowledge in climate research, polar research and outreach. The knowledge transfer will be implemented by passing a knowledge pyramid where ideally the individuals of the widening partner pass all the stages. The first step of the knowledge pyramid gives knowledge in climate science. It will be transferred to TalTech by co-creating an undergraduate course in climate science to all TalTech STEM disciplines and is followed by dedicated studies for master and PhD students. The second step of the pyramid builds polar fieldwork capacity. Specialised courses are planned in Greenland to learn to plan, conduct, budget and de- risk polar fieldwork together with polar safety training. The third step of the pyramid jointly develops technologies for polar research and data handling. It leverages on skills of TalTech in creating resilient sensors for harsh environments. Knowledge about special requirements for polar regions is transferred to TalTech to adapt these technologies for polar research. The fourth step of the pyramid is joint research for investigating and monitoring a glaciated fjord in Greenland. The partners will together take samples, install measuring equipment, collect and analyse data. Networks of sensors will be planned together with the indigenous community and used as an early warning system of glacial lake drainages. The fifth and final step of the pyramid is acquiring skills for networking, communication and outreach to become members of the polar community, interact with local communities of Greenland, contribute to policy making and educate the general public. As the result TalTech will have a new generation of future polar research leaders and a capacity of conducting polar researc Evaluation Summary Report Evaluation Result Total score: 10.50 (Threshold: 10 ) Criterion 1 - Excellence Score: 3.00 (Threshold: 3 / 5.00 , Weight: - ) 101159680/ICY TWINS-29/01/2024-17:29:47 1/4 Associated with document Ref. Ares(2024)666402 - 29/01/2024 The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme: - Clarity and pertinence of the project’s objectives. - Quality of the proposed coordination and/or support measures including soundness of methodology. The objectives are clearly articulated and realistic, being pertinent to the Call Work Program. However, the objectives are not adequately associated with quantitative Key Performance Indicators (KPIs) to monitor their achievement. This is a shortcoming. The strategic vision is ambitious, but it does not include a credible account of how this vision will be achieved during the lifetime of the project. A set of activities related to the capacity building of the researchers and staff at the coordinating institute lacks the detail needed to evaluate the effectiveness of these activities. This is a shortcoming. The proposal offers a strategic vision for developing R&I excellence in polar research and climate science. Sound concepts, with a clear focus on studying coastal processes in glacial fjords and the effects of climate change in Greenland, are presented. The models for data collection, training, and research are coherent and well structured, demonstrating an understanding of the challenges in polar science. However, the research activities are not sufficiently detailed, the intention being that the partners will jointly develop a detailed research plan during the project. Therefore, it is unclear how joint research projects will contribute to R&I excellence and advancement beyond the state-of-the-art. The proposal is well aligned with relevant EU Arctic policies and trends within the EU. However, the synergy with national and regional strategies is not clearly outlined. The proposal identifies the main challenges that it faces, and the strategies proposed to overcome these challenges are well-designed. The proposal broadly aligns with FAIR principles, with plans to disseminate results through the project website and develop a detailed data management plan. However, open science practices are not sufficiently elaborated. This is a shortcoming. The technical and social robustness, adaptability, and reliability of the Artificial Intelligence methodologies are very well considered and explicitly elaborated. The scale of the project is significant, involving international collaboration with a number of leading institutions. The outcomes are expected to positively impact the scientific community, policy-making, public awareness, and potentially the private sector in the widening country. The potential impact of the proposal on research excellence and resources in the widening country is overstated. The economic sectors in which the proposal could have a strong impact are not adequately discussed. It is not clear how the development of cost-effective sensors to acquire environmental data will contribute to the socio-economic development of the Widening country and how these tools can be directed to large EU markets more than specific regional markets. The focus of the proposal lies in educating undergraduate and PhD students on climate change, and while the reputation of staff will be raised, it is not demonstrated that international recognition and attractiveness of the coordinating institute will be achieved during the lifetime of the project. The proposal demonstrates a good commitment to strategic networking activities, involving staff and student exchanges, workshops, and joint research activities. However, it lacks detailed plans for managing and sustaining these engagements beyond the proposal's time frame, which could limit the long-term impact. The impact of the proposed activities on strengthening the research management capacities and administrative skills of its staff is good, with activities designed to deliver this expected impact being well considered. The proposal has also considered well the potential barriers to delivery of the expected impacts, providing realistic mitigation measures. A comprehensive plan for dissemination and exploitation of the proposal's outcomes is considered, which is proportionate to the scale of the action. Target audiences are clearly identified and communication strategies are well considered. The proposal appropriately considers the key audiences and the most appropriate dissemination and communication methods. A clear strategy for managing intellectual property (IP) rights is provided based on the DESCA (Development of a Simplified Consortium Agreement) model. The management of IP and foreseen protection measures support the exploitation of results, as the project plans to contribute to the polar research community by opening its source code and protocol to foster the uptake of new technologies in polar research. The work plan is comprehensive and realistic, covering all aspects of the project implementation, including training, research, dissemination, and communication activities. The description of individual work packages and related tasks is convincingly presented. Sufficient time has been allocated to work packages and tasks. Milestones and deliverables are well considered. The proposal includes a research and innovation component, with a budget allocation that adheres to the rules of the Call, i.e., does not exceed 30% of the total proposal budget, and at least 50% of the research component is allocated to the coordinator. The risk analysis and mitigation measures do not address common issues, for example, technical, communication, and cost risks. Moreover, the project lacks clear strategies for managing change, which can affect its quality. These are shortcomings. Resources allocated to work packages and partners are adequate for achieving the project's objectives. Each work package has specific tasks assigned to different partners, indicating a clear division of responsibilities. However, the allocation of resources lacks detail, and the distribution among partners is unclear. This is a shortcoming. The consortium brings together partners with a diverse range of expertise. Each partner brings unique expertise, with roles designed to complement each other and contribute to the project's overall objectives. The leading partners are recognized for their competence and reputation in polar marine science and glaciology, enabling them to make a significant contribution to the project. All partners have the capacity to fulfill their respective roles. The consortium includes partners with a strong focus on social sciences and humanities, as well as open science practices. The consortium has access to the necessary digital and physical infrastructure to undertake the proposed activities, including online conferencing and document-sharing software, facilities for workshops and field training, and resources for Arctic fieldwork. Partners collaborate with leading institutions in polar research and engage with international networks and initiatives, providing additional infrastructure and resources.
