In most cases, individual coolers/air- conditioners powered by grid electricity are used which has a significant environmental impact. In this context, the district cooling (DC) concept is getting attention worldwide. A typical DC system consists of a centralised cooling plant that serves the cooling needs of multiple buildings through underground pipes. These systems provide a highly efficient and cost-effective alternative to individual cooling units. Further, it is possible to utilise free cooling sources (e.g., sea/lake water), and renewable electricity (e.g., solar/wind power) and offer flexibility to the power grid. However, these technological upgrades in DC systems are hindered by the intermittent nature of renewable energy sources, competition with electricity demand, and the temperature variability of free cooling sources. In this context, the proper integration of thermal energy storage technologies could be an effective solution, thereby improving the energy resilience and sector coupling aspects. The broad objective of the proposed research work is to comprehensively investigate the integration of cold thermal storage in district cooling systems. In pursuit of these goals, a robust research methodology is proposed bringing together the theories/techniques from energy technology, information technology, sustainability, and meteorology. The Tallinn University of Technology is chosen as the host institution to work with Prof. Anna Volkova and her research team (a highly expertise in district heating/cooling and thermal energy storage). Within the planned research activities, training and skill development are planned through associated partners (Utilitas AS, Riga Technical University, Energex OU). The results of the proposed work will be beneficial for a wide range of stakeholders such as DC companies, municipalities, investors, consumers. Evaluation Summary Report Evaluation Result Total score: 72.40 % (Threshold: 70 /100.00) Criterion 1 - Excellence Score: 4.30 (Threshold: 0 / 5.00 , Weight: 50.00% ) 101150123/RISE-CTES-06/02/2024-18:02:40 1/4 Associated with document Ref. Ares(2024)896405 - 06/02/2024 • Quality and pertinence of the project’s research and innovation objectives (and the extent to which they are ambitious, and go beyond the state of the art). • Soundness of the proposed methodology (including interdisciplinary approaches, consideration of the gender dimension and other diversity aspects if relevant for the research project, and the quality of open science practices). • Quality of the supervision, training and of the two-way transfer of knowledge between the researcher and the host • Quality and appropriateness of the researcher’s professional experience, competences and skills. Strengths: - The advancement beyond the state of the art is convincingly addressed in the proposal. - The open science practices are well laid out and compliant with the open science principles. - The interdisciplinary approach of the proposal is very well described and very credible. - The supervisor has extensive experience in the topic of the proposal and very good experience in supervision. - The training activities during the fellowship suit the proposed research very well and cover not only scientific/technical skills, but also training in soft skills. - The curriculum vitae of the researcher is very good with an excellent set of skills and research background to successfully pursue the proposed research objectives - The existing professional experience of the researcher is very much related to the research proposal. - The two-way transfer of knowledge between the researcher and the host institution is clearly described and credible. - The non-academic placement will enhance and widen the professional experience of the researcher. Weaknesses: - The proposed research and innovation objectives are not sufficiently detailed. Additionally, the proposal does not sufficiently address how they will be measured and verified. - The methodology does not sufficiently described concepts and important assumptions. For example, it does not sufficiently define how the generalized model for cold thermal storage will be planned, and what the developed control strategy will involve. This is a major weakness. Criterion 2 - Impact Score: 4.10 (Threshold: 0 / 5.00 , Weight: 30.00% ) • Credibility of the measures to enhance the career perspectives and employability of researchers and contribution to their skills development. • Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan, including communication activities. • The magnitude and importance of the project’s contribution to the expected scientific, societal and economic impacts. Strengths: - The presented measures to enhance the researcher’s career perspectives are of very good quality and well addressed in the proposal. - The proposal demonstrates very well how the expected skills gained by the researcher during the realization of the proposal will enhance their future career, in terms of academic but also non-academic prospects. - The dissemination channels identified in the proposal are very suitable for the proposed research. - The communication activities to the public, including school students, are appropriately planned in the proposal. - The proposal has some potential for scientific, economical/technological and societal impacts. Weaknesses: - The identification of target groups for dissemination actions is not presented in sufficient detail. - The exploitation activities are not appropriately presented. - The magnitude of the expected outcomes and impacts is not sufficiently elaborated. Criterion 3 - implementation Score: 1.20 (Threshold: 0 / 5.00 , Weight: 20.00% ) • Quality and effectiveness of the work plan, assessment of risks and appropriateness of the effort assigned to work packages. • Quality and capacity of the host institutions and participating organisations, including hosting arrangements. Strengths: - A Gantt chart with the necessary information is provided, and it is consistent with the overall work plan structure. Weaknesses: - The work plan is insufficiently elaborated. The content of the work packages, as well as the deliverables and milestones, are not sufficiently clear. - Given the limitations in the description of the work plan, the appropriateness of the assigned efforts is not sufficiently clear. - The risks relevant to the proposed research are not appropriately identified. The proposed mitigation strategies are not sufficiently specific. - The hosting arrangements and tools relevant to the research are not sufficiently presented. The integration of the researcher is also not convincingly addressed. - The arrangements and relative capacity of the non-academic placement organization are not presented in sufficient detail.
