Dear Sir/Madam,
I am writing on behalf of ICF, a consultancy based in Brussels. We have been commissioned by the Directorate
General for Justice and Consumers (DG JUST) of the European Commission a study seeking to assess the
potential impacts of a revision of the Consumer Credit Directive (Directive 2008/48/EC).Please see attached a
letter from DG JUST providing further information.
The Study follows on the Evaluation of the Directive carried out by ICF over the course of 2019. The Evaluation –
which will be published this summer - identified certain areas for improvement that could potentially be tackled at EU
level. Against the background, the European Commission has decided to carry out an impact assessment to explore
the potential effects of a review the Directive (see the European Commission’s inception impact assessment here).
This Study seeks to support this exercise by gathering evidence regarding the need for further measures at EU level
to strengthen the protection of consumers taking a credit as well as assessing the expected effectiveness and the
impacts of potential EU measures that could be envisaged.
As part of this process, we would like to gather stakeholders’ opinions and factual data on key aspects such as:
recent and expected trends in the consumer credit market across the EU;
regulatory approaches of Member States and their impact on consumers and credit providers;
problems faced by consumers, credit providers and national authorities;
possible ways to address these issues; and
the impact of possible policy options.
As a national authority, we would like to invite you to participate in an online survey and a follow-up
interview exploring the abovementioned topics.
The survey, which you can access through the following link, contains a mix of closed and open questions and should
take approximately 60 minutes to complete. You can save your progress and return to it later by clicking "Save your
progress and receive the link to the survey" at the bottom of the page.
The aim of the follow-up interview is to provide you with the opportunity to elaborate on some crucial issues as well
as to gain more in-depth information about the problems and the possible policy measures that could be adopted at
EU-level.
As the timeline of the Study is quite short, we are aiming at conducting all the interviews between now and late-
August. The interview would be conducted over the phone and should not take up more than 1.5 hours of your time. If
you are available and willing to contribute to the Study, would you kindly indicate your availability for in the
coming weeks after you completed the survey? Once you confirm your availability, we would send you the topic
guide outlining the key aspects that we would like to discuss with you.
Your responses will be treated confidentially, and only aggregated results will be reported in the study. ICF has
identified your contact details through initial desk research. The personal data required for the interview would
include your name, surname, profession, and email address. We shall never rent or sell personal data and will use
appropriate administrative and technical controls to keep personal data safe and secure.
To ensure that the study considers insights from as many relevant stakeholders as possible, we would also like to
kindly ask you to circulate the link to the survey among your network and/or community, if relevant.

are not available for an interview, please do not hesitate to inform us. You could simply complete the survey and, if
this is not possible, we would try to find another solution to ensure that your contribution is considered.

The Directorate General for Justice and Consumers of the European Commission has
contracted ICF Consulting Services Limited to carry out a study supporting the review of
Directive 2008/48/EC on credit agreements for consumers. The purpose of this study is
to gather evidence regarding the need for further measures at EU level to strengthen the
protection of consumers taking a credit and the effectiveness and the impacts of potential
EU measures that could be envisaged.

developed to gather information.
