I?m pleased to send to you the attached document concerning the request of Eutelsat to your Administration for the inclusion of Your Country in the Service Area of the Eutelsat Satellite Networks F-SAT-E-30B-7E, F-SAT-E-30B-9E and F-SAT-E-30B- 28.5E, under the ITU-RR-AP30B provisions. In the official ITU-BR analysis, under the AP30B 6.5 provision, Estonia National Allotment does not result affected (neither in the Ku Band, nor in the C Band and nor for the protection of the terrestrial services). My request is, thus, only for the AP30B 6.6 provision, related to the inclusion of your Country in the Service Area of the above networks. In the Special Section mentioned in Table 1, the ITU Radiocommunication Bureau shows the results of its analysis with the aim to identify the administrations whose agreement is needed according to provisions 6.5 and 6.6 of Appendix 30B of the Radio Regulations. Under provision 6.5 of Appendix 30B of the RR, the ITU Radiocommunication Bureau identifies administrations whose allotments/assignments in the AP30B Plan or AP30B List are considered as being affected by any assignment in the notice. Following such an analysis your Administration is not affected by our proposed networks. Under provision 6.6 of Appendix 30B of the RR, the ITU Radiocommunication Bureau identifies the administrations whose territories have been included in the service area of the assignment under examination. Eutelsat would like to ask for your agreement under provision 6.6 of Appendix 30B of the RR to include your territory in the service area of the satellite networks listed in Table 1. We would like to emphasize that such an agreement will in no way deprive your Administration of any of its rights under the relevant provisions of the Radio Regulations with respect to the allotments defined in the AP30B Plan for your own country. Your Administration, following the RR AP30B 6.16, could withdraw this agreement at any moment in time.
