This guidance is very good usable in nowadays also. In the subclause 6.1 of the guidance you can find clear explanations, in which conditions the manufacturer must re-access the equipment for radio requirements and on which conditions it is not mandatory. You are correct that in June 2016 there was no clear explanation for conformity assessment of combined radio and non-radio equipment from Commission yet. But the Directive 2014/53/EU (RED) was already in force and usable. Anyway if the combined radio and non-radio equipment includes radio modem then the Declaration of Conformity must include information about conformity assessment of the combined equipment against article 3.2 of the RED notwithstanding that the tests were provided by manufacturer of the combined product or by manufacturer of the radio modem. We understand our DoC for DC450 v2 G3 PLC is not fully compliant with current EU recommendations for DoC. The DoC was done already in June 2016 and at that time it was considered to meet all valid requirements for DoC. Landis+Gyr Declaration of Conformity documents for products DC450 v2 G3 PLC, Webdyn 2G/3G and Webdyn 2G/3G/4G modem module are based on guidance given in ETSI EG 203 367 (Guide to the application of harmonised standards covering articles 3.1b and 3.2 of the Directive 2014/53/EU (RED) to multi-radio and combined radio and non-radio equipment). ETSI EG 203 367 describes concept of combined radio and non-radio equipment and applicable requirements for each of them. This concept applies to DC450 product concept as well. We carefully checked the documents you have sent. There are two slightly different DoC-s for product E450 IDIS. Which is the correct one? Anyway on the both documents are mentioned two notified bodies one for MID and the second one for the qualified system. The notified body for EMC directive is missing on the both DoC’s. The manufacturer can use the standards EVS-EN 50065-1:2011 “Signalling on low-voltage electrical installations in the frequency range 3 kHz to 148,5 kHz - Part 1: General requirements, frequency bands and electromagnetic disturbances” and EVS-EN 50065-2-3:2003 “Signalling on low-voltage electrical installations in the frequency range 3 kHz to 148,5 kHz Part 2-3: Immunity requirements for mains communications equipment and systems operating in the range of frequencies 3 kHz to 95 kHz and intended for use by electricity suppliers and distributors” for conformity assessment to EMC Directive without using the appropriate notified body only for frequency ranges mentioned in the standards. Otherwise they have to use the EMC Directive notified body. The both DoC-s are not correct for conformity assessment for smart meters using frequencies in frequency range 148,5 kHz to 500 kHz. On the basis of the documents sent, we would soon be able to put together the declaration. The requirements of the Declaration of Conformity are set out in the Product Conformity Act (§ 19). Annex III of European Decision 768/2008 / EC, referred to by law, contains the information that must at least include a declaration of conformity. The manufacturer must place this document in order to enter the European market. Only when we have received the correct declaration of conformity we can assume that the equipment is not interrupted and suitable for use in the European electricity grids.
