International Labour Standards TO MEMBER STATES OF THE ILO Department T: +41 22 799 71 55 E: [email protected] R: ACD 7 (2027) 6 July 2026 Reports on unratified Conventions and Recommendations (article 19 of the Constitution of the International Labour Organization) Dear Sir or Madam, I have the honour to inform you that the report form concerning the Work in Fishing Convention, 2007 (No. 188), the Occupational Safety and Health (Dock Work) Convention, 1979 (No. 152), the Indigenous and Tribal Peoples Convention, 1989 (No. 169), and the Maternity Protection Convention, 2000 (No. 183) adopted by the Governing Body of the International Labour Office at its 356th Session (March 2026), is now available on the ILO website. This report form is based on the provisions of article 19, paragraph 5(e) and, for federal States, paragraphs 7(a) and 7(b) (iv) of the Constitution of the ILO which define the obligation of Member States to submit reports according to the modalities, and on the specific points, contained in the form. As the selected up-to-date Conventions cover a wide range of subjects, the report form - designed as a simple questionnaire – requests governments that have not ratified the relevant Convention to provide brief information on: (a) the extent to which they propose to give effect to the terms of the instrument; and (b) any difficulties which prevent or delay its ratification. With respect to the Indigenous and Tribal Peoples Convention, 1989 (No. 169), as set out in the article 22 report form for that Convention: although such action is not required, the government may, where appropriate in the national context and without prejudice to its legal obligations concerning consultation with the most representative employers’ and workers’ organisations, obtain information from organisations and traditional institutions of indigenous or tribal peoples in the country, in relation to the information provided on the extent to which it is proposed to give effect to that Convention. 2. For easy reference, you may find at the link below a fillable version of each of the questions of the report form to be sent completed by no later than 28 February 2027: Article 19 Fillable version report form I would like to take this opportunity to remind you that, in accordance with article 23, paragraph 2, of the ILO Constitution, each Member should send a copy of its report to the representative organizations of employers and workers in its country.
