NEW SECRETARY-GENERAL OF THE IHO AND DIRECTORS –
ALLOCATION OF RESPONSIBILITIES
Reference: Decision No.25 of the First Session of the IHO Assembly
Dear Hydrographer,
1. Secretary-General of the IHO Dr Mathias JONAS, and IHO Directors Abri KAMPFER and
Mustafa IPTES assumed office on 1 September 2017.
2. The Secretary-General, in consultation with the Directors, has allocated primary responsibility
for the various aspects of the IHO work programme so as to generally conform with the three parts of
the IHO Work Programme, as follows:
Mathias JONAS – Secretary-General
• Relations with EU, the United Nations including IMO,ISA and WMO, international bodies
concerned with hydrographic matters in polar regions, Non-Member States of the IHO,
and other relevant organizations and bodies as appropriate;
• Matters concerning IHO Membership, Host Government Affairs;
• Public Relations;
• Finance and Budget;
• Strategic Plan, Work Plan;
• Programme Performance Reporting;
• Administration of the IHO Secretariat, Information Technology;
• Personnel Administration of the IHO Secretariat, Staff Regulations;
and the following Regional Hydrographic Commissions:
• Arctic Regional Hydrographic Commission;
• Baltic Sea Hydrographic Commission;
• East Asia Hydrographic Commission;
• Nordic Hydrographic Commission;
• North Sea Hydrographic Commission;
and the following Commission:
• Hydrographic Commission on Antarctica.
Abri KAMPFER - Director (Technical Programme)
• HSSC and subordinate bodies;
• Relations with ABLOS, IALA, ICA, IEC, ISO, and other relevant organizations,
concerning the HSCC programme;
• Technical Support services;
• Stakeholder Liaison;
and the following Regional Hydrographic Commissions:
Mapping our Seas, Oceans and Waterways - more important than ever
• Eastern Atlantic Hydrographic Commission;
• South Africa and Islands Hydrographic Commission;
• South East Pacific Hydrographic Commission;
• South West Pacific Hydrographic Commission;
• USA and Canada Hydrographic Commission.
Mustafa IPTES - Director (Inter Regional Coordination and Support Programme)
• IRCC, and its subordinate bodies, including IBSC and GEBCO;
• Relations with FIG, GEO, IOC, the academic sector (education and training), and other
relevant organizations, concerning the IRCC programme;
• Capacity Building, Training, Education and Technical Co-operation, including CB Work
Programme, CB Fund and budget;
• IHO Publications;
• International Hydrographic Review;
• IHO Assembly ;
• Annual Report;
and the following Regional Hydrographic Commissions:
• Mediterranean and Black Seas Hydrographic Commission;
• Meso American - Caribbean Sea Hydrographic Commission;
• North Indian Ocean Hydrographic Commission;
• ROPME Sea Area Hydrographic Commission;
• South West Atlantic Hydrographic Commission.
3. This is an initial division of responsibilities. It may be adjusted in the future should the Secretary-
General consider it necessary, particularly in the light of new or emerging requirements.
4. The Secretary-General is confident that the arrangements described above will provide the most
effective service to Member States and best meet the aims of the Organization.
