We are pleased to invite vou to the 2026 Annual Forum of the EU Strategy for the Baltic Sea
Region (EUSBSR) which wiII take place iii Tallinn on 12 13 May 2026, alongside

bilateral/regional consultations on current issues re)ated to the significant initiatives recently
proposed by the European Commission.
Organised in cooperation with the City ofTal[inn and the Council of the Baltic Sea States. the
Annual Forum of the EUSBSR will focus on sti’engthening i’egional resilience. I3uilding on
more than fifteen years of experience since the Iaunch of the Strategy. the Annual Forum has
becorne ari effective platfbrm for strengthening regional stahility, security. resilience and
cooperation. It brings together key stakeholders frorn aci’oss the region to address shared
challenges and to support the impiementation of the Strategy.
We would be honoured. it’you could deliver the keynote address at the opening of the Annual
Forum inthe morning of 12 May. offering your perspective on the future of the EU’s Cohesion
Policy and on the development and impiementation of EUs Paet for the Eastern Border
Regions. The progranl can be adjusted should another time siot be more convenient for you.
Furtherniore. we propose to continue bilateral and, where appropriate, i’egional discussions

on the impiementation of the EU’s Pact for the Eastei’n Border Regions, an issue we aiready
addressed during your visit to Estonia in June 2025. Additional topics could include the EU
Strategy for Islands and the EU Agenda for Cities.
In addition to the Ministerial meetings. we would also be grateful for your participation in a
parliamentary discussion on the next Multiannual Financial Framework. This would provide an
exceilent opportunity to exchange views with the representatives of ali political parties in the
Estonian parliament, the Riioi
