COUNCIL
CIRCULAR LETTER 09/2017
27 September 2017
ELECTION OF THE VICE-CHAIR OF THE IHO COUNCIL
References:
A. Council Circular Letter 04/2017 dated 11 July – Result of the election of the Chair and Vice-
Chair of the IHO Council
B. Council Circular Letter 07/2017 dated 25 July – Proposed procedure for electing the Vice-
Chair of the IHO Council at the 1st meeting of the Council
Dear Hydrographer,
1. Reference A reported the results of the election of the Chair and the Vice-Chair of the IHO
Council and indicated that as a result of a tie for the position of Vice-Chair between Admiral (Retired)
Luiz Fernando PALMER Fonseca (Brazil) and Captain Luigi SINAPI (Italy), “it is proposed that the
election of the Vice-Chair now be made at the first meeting of the Council to be held in Monaco from
17 to 19 October 2017”. Details for the procedure to be used for that election at the 1st meeting of the
IHO Council (C-1) were subsequently proposed in Reference B for which no objection was received
from Member States.
2. Captain Luigi SINAPI (Italy) has informed the IHO Secretary-General that he has decided, after
careful consideration, to withdraw his application to be elected as Vice-Chair of the 1st IHO Council.
3. As a result, and considering that Admiral (Retired) Luiz Fernando PALMER Fonseca (Brazil)
remains the candidate who received the majority of votes, he is therefore declared Vice-Chair of the 1st
IHO Council, with immediate effect.
Yours sincerely,
Dr Mathias JONAS
Secretary-General
