The European Maritime Safety Agency (EMSA) has been established under Regulation (EC) 1406/2002, as
amended, of the European Parliament and of the Council in order to ensure a high, uniform and effective level
of maritime safety, maritime security, prevention of and response to pollution caused by ships, as well as
response to marine pollution caused by oil and gas installations.
Articles 1 and 2.2 (d) of the amended Regulation foresee that EMSA will assist the Commission in the
performance of any task assigned to it in legislative acts of the Union regarding the objectives of the Agency.
To that end, EMSA provides DG Mobility and Transport (MOVE) with regular technical support on the
implementation of the Directive 2009/45/EC on safety rules and standards for passenger ships.
Following the proposal from the Commission to exclude small passenger ships (i.e. ships below 24m in
length) from the scope of Directive 2009/45/EC (COM(2016)369), on 17 March 2017 the Commission
published a Roadmap on safety goals and functional requirements for small passenger ships (Small Craft
Code). In this Roadmap, the Commission envisaged addressing the safety of these ships in a different
manner, by shifting to performance-based rules but with a phased in approach. In the first phase, only general
goals and functional requirements would be developed and the feasibility and impacts of further developing
detailed rules and standards would be assessed at a later stage.
EMSA was requested to co-ordinate the technical work for the first phase of this initiative. Accordingly, EMSA
prepared a first proposal and circulated it to experts from the administrations of the Member States and to the
observers of the Passenger Ship Safety Expert Group (PSS EG). A first meeting to present the proposal was
held in Brussels on 30 March. Afterwards, EMSA coordinated two written consultations. Finally, EMSA is now
organising a workshop in Lisbon with a view to finalise the first phase at technical level.
Within this context, EMSA would like to invite one representative from your Member State to attend this
workshop. It is suggested that the participant should be an officer from the maritime section of your Member
State who is already involved in or familiar with the work done within the PSS EG on the Small Craft Code.
The workshop will take place on 13 November 2017 from 08:30 hrs to 16:30 hrs at EMSA's offices in Lisbon
(Praça Europa 4, 1249-206 Lisbon, Portugal). The workshop language will be English. You will find attached
to this invitation a provisional agenda.

EMSA will cover your travel costs and daily allowance as per the EMSA reimbursement rules for experts to
one participant per Member State. The reimbursement rules for experts can be found on the registration home
page (please see above).
Please note that only registered participants will be entitled to reimbursement and all supporting documents
for reimbursement shall be submitted to EMSA within 30 calendar days from the date of the meeting at the
latest. After that period EMSA may not reimburse incurred expenses.
