The World Health Organization (WHO) presents its compliments to Member States and
has the honour to inform them that it is convening the Fifth Fair Pricing Forum. The forum
will be held virtually from 3 to 19 November 2026, with a total of 17 sessions of 1.5 hours each,
to optimize participation across time zones.
In 2019, the World Health Assembly resolution WHA72.8 requested the Director-General,
inter alia, to continue WHO’s efforts to biennially convene the Fair Pricing Forum with Member
States and all relevant stakeholders to discuss the affordability and transparency of prices and
costs relating to health products. This fifth edition of the Fair Pricing Forum is particularly
significant as countries work to safeguard and enhance affordable access to essential medicines
and health products amid rapidly evolving global pharmaceutical policy and trade environments.
In this context, the Forum aims to achieve three goals:
(1) Strengthen Member States’ and stakeholders’ understanding of existing approaches
and emerging policies to address challenges related to market transparency and the
affordability of essential medicines and health products.
(2) Enable Member States and stakeholders to identify current and emerging health
system challenges, and to propose measures to mitigate risks that could undermine access
to affordable health products and progress toward Universal Health Coverage.
(3) Support the WHO Secretariat in preparing a meeting report that summarizes the
Forum’s discussions and outcomes, and highlights priority topics for future exploration and
policy consideration.
Member States are requested to nominate up to three representatives from the Ministry of
Health or other relevant national authorities, with the following backgrounds:
(a) policy-makers involved in the development and implementation of medicines and
health product pricing policies;
(b) staff from authorities responsible for health technology assessment, price negotiation,
procurement, or reimbursement, for medicines and health products.

All nominees will receive further information on the provisional agenda and instructions
on accessing the Forum’s web platform. The Forum will be conducted in English. Video
recording of all sessions will be accessible to registered participants on the web platform of the
Forum within 24 hours of the live sessions to support on-demand viewing.
