Dear David,
An initial draft programme, with proposed dates for the peer review in Estonia, is attached for your
revision and inputs. Please note that some parts, which would require some additional information from
you, are marked in red.
The proposed tentative dates (i.e. 19-20 September 2017), the duration of the peer review and the
topics to be discussed are subject to agreement with your services. Some topics may seem repetitive but
this may be adjusted depending on the organisational set-up in Estonia. Therefore, it would be
appreciated if you provide us with your feedback to this initial plan by 8 August 2017. Please feel free to
propose any required amendments.
Once agreed, the Peer review programme and objectives will be confirmed in an official letter by the
EMSA Executive Director to Estonia. Can you please inform me to whom the official letter should be
addressed (position, name and address).
Please also note that the peer reviews are mainly coordinated and conducted by EMSA but Commission
representatives may also participate in the meetings.

Thank you for your email. Yes, that’s correct: I will be the first contact point for the RFD peer review in
Estonia.
The preferred time would be rather mid-September, because during first two weeks we plan to roll out
the renewed design of NSW, and during the last week (28.-29.09) I will be out of office.
I’ll also add Liina to correspondence. She’s our new project officer for NSW and she’ll be closely
involved.

The Commission has informed us that Estonia has volunteered for a peer review exercise related to the
implementation of the Reporting Formalities Directive 2010/65/EU. EMSA has carried out 6 peer reviews
up to now and is now in a position to start the preparations for the peer review in your country.
Therefore, it would be appreciated if you could inform us whether you would be the contact point for
co-ordinating the peer review in Estonia. If not please provide us with the details of whom we should
contact.
The plan is that the peer review is carried out during September 2017. However, the schedule and
programme would be further discussed and agreed with the designated contact point.
