Dear Mr. West,
Answering to Your application to use Estonian territorial waters for sailing competition 17.08.2017 to
20.08.2017 we inform you that the Estonian Maritime Administration approves the race under the
following conditions:
1. The vessel(s) performing auxiliary functions during the race must have operational VHF radio
equipment on board, and the deck officer must keep watch on Channel 13 to ensure the
possibility of radio communication with the VTS operator (call Tallinn VTS).
2. The contact person who has appropriate competence and is responsible for the organisation of
the race must in a timely manner co-ordinate with the VTS operator any relevant
matters/information needed for ensuring the safety of vessel traffic.
3. The race has to be conducted according to �Recommended routes for recreational craft on
Tallinna laht� (http://www.vta.ee/public/Tallinna_laht.pdf).
4. The participating vessels have to follow the Colreg and good seamanship. We need to underline
that a vessel using a traffic separation scheme shall proceed in the appropriate traffic lane and a
sailing vessel shall not impede the safe passage of a power-driven vessel following a traffic lane.

This is the official application to have permission for annual Helsinki-Tallinn Race 2017
to use Estonian territorial waters for sailing competition.

3. Sailing competition from Helsinki to Tallinn / Pirita harbour during the night 18.-
19.8.2017, first start at 17.40 and last start approx. at 21:00. Total amount of sailing
boats is estimated to be around 200 boats.
4. Minimum crew 3 persons, inspection class ORC Category 3 required, safe course, all
authorities including SAR informed, safety instructions in written form for all boats
(reporting, emergency contacts etc.). Please see also attachments.
5. Course information in written form lists course marks. All other areas are left for
skippers to choose freely (typical in sailing competitions) as the navigational part of the
race. See attached the sailing instructions in English; from page 59 forward.
