IHO File No. S 1 / 6200 / C-1 COUNCIL CIRCULAR LETTER 0 7 / 20 1 7 2 5 Ju ly 20 1 7 PROPOSED PROCEDURE FOR ELECTING THE VICE-CHAIR OF THE COUNCIL AT THE 1 st MEETING OF THE COUNCIL Monaco, 1 7 -1 9 October 20 1 7 References : Council Circular Letter 04/2017 dated 11 July – Result of the election of the Chair and Vice-Chair of the IHO Council Council Circular Letter 0 6 /2017 dated 1 9 Ju ly – Call for comments on the proposals to be considered at the 1 st meeting of the IHO Council Dear Hydrographer , Reference A reported the results of the election of the Chair and the Vice-Chair of the Council and indicated that as a result of a tie for the position of Vice-Chair, that … it is proposed that the election of the Vice-Chair now be made at the first meeting of the Council to be held in Monaco from 17 to 19 October 2017 . However, no details were provided on the process to be used for that election. Reference B drew attention to the p roposals submitted by Members States and the Secretary-General that will be considered by the 1 st Meeting of the IHO Council (C-1) . One proposal (C1-2.3) proposes adjustments to Rule 12 of the R ules of Procedure of the Council concerning the election of the Chair and the Vice-Chair. As a result of an inquiry from one of the Members of the Council regarding the process to be undertaken at the C-1 to resolve the inconclusive election of the Vice-Chair by postal voting , it has become obvious that the process for the election of officers of the Council still requires greater specification than w as being proposed by the Secretary-General in Council submission C1-2.3. As a result, the Secretary-General has revised submission C1-2.3 to now include specific guidance on the minimum number of votes required for an election to be valid, and the process to be followed to resolve an election in the case of a tied result ; specifically, a run-off election between those candidates receiving the highest equal number of votes in the first round. The revised version of submission C1-2.3 can be downloaded from the Council page of the IHO website at www.iho.int → IHO Council . However, a s the process proposed in C1-2.3 rev1 has yet to be considered by the Council or approved by Member States , the current guidance for the forthcoming election of the Vice-Chair remains very limited . In the circumstances, and with the approval of the Council and the absence of significant adverse comment from other Member States, the Secretary-General proposes to follow the proposal in C1-2.3 rev1 and conduct a run-off election for the position of Vice-Chair of the Council during C-1 . In this case, the election will be through a secret ballot of those Member s of the C ouncil attending the meeting. The candidates will be the two following candidates who obtained the equal highest number of votes in the postal vote that was reported in Reference A : Admiral (Retired) Luiz Fernando PALMER Fonseca (Brazil), and Captain Luigi SINAPI (Italy) . Any Member State that wishes to comment on the above proposal for the election of the Vice-Chair of the Council at C-1 is requested to submit a response to the Secretary-General not later than 7 August 2017 so that the agenda and supporting documents for C 1 can be finalised in accordance with the required timetable for the preparation of the meeting.
