SUPREME COURT REPUBLIC OF ESTONIA Prof. Dr. Oleksandr Petryshyn Acting Chairman Constitutional Court of Ukraine Tartu, 19 June2026 Dear Mr Petryshyn, On behalf of the Supreme Court of Estonia, it is my great pleasure to invite a delegation of the Constitutional Court of Ukraine to participate in a Study Visit to Estonia, which we propose to hold from 20 to 25 September 2026. The programme of the visit is intended to provide a comprehensive overview of Estonia's constitutional review system and to facilitate an exchange of views on contemporary constitutional issues. To this end, we envisage meetings with several key institutions involved in safeguarding constitutional governance, including the President of the Republic, the Chancellor of Justice, the Constitutional Committee of the Parliament of Estonia (Riigikogu), and of course, the Supreme Court of Estonia. The study visit would provide an excellent opportunity for substantive discussions on constitutional adjudication and the evolving jurisprudence of constitutional review. We would particularly welcome an exchange of experiences regarding the impact of European Union law on the Estonian legai order, especially in light of the case law of the Court of Justice of the European Union. We believe that this topic may be of particular interest in the context of Ukraine's ongoing preparations for accession to the European Union, as it raises important constitutional questions conceming the relationship between national constitutional law and the EU legal order. We are convinced that such a visit would constitute an important milestone in further strengthening the professional cooperation and dialogue between our courts. It would also provide a valuable platform for sharing judicial experience and discussing common constitutional challenges. As a practical matter, we are pleased to inform you that the Supreme Court of Estonia would be able to cover the costs of travel, accommodation, and meals for up to eight participants.
