The partners for the planned activities are cultural institutions and organisations from the two „ECOC Duo“ cities; a list of the confirmed participants at the time of writing is presented in the description. Allocation (a detailed budget is attached): Total budget: €173,150.00 Initial Budget: €83,600.00 New period Budget: €89,550.00 Short description: Over the last three years, Tartu and Bodø have developed a collaboration through our common ambitions towards the European Capital of Culture (ECOC) programme. This initiative aims to reconnect the two teams and cities, and their relevant partners after more than a year of COVID-restrictions and travel ban have limited our contact to email and online video meetings. Our programmes have developed considerably since the bidding phase, and there are several partners – organisations, artists and institutions – that would benefit greatly from an exchange between the two ECOCs. Tartu and Bodø thus applied for the Norway Grants support to develop a project that would focus on developing a networking platform for the cultural institutions from Bodø and Tartu within the European Capital of Culture initiative. More specifically, it provides support for direct meetings between the representatives of participating institutions with the aim to find a common ground for organisations and artists both in Norway and Estonia and to start a profound collaboration in order to come up with very concrete projects that, in the context of ECOCs, is often mentioned in speech but is much more difficult to achieve in reality. The outcome of networking will be a well-connected matrix of cultural partners in the two cities, ready for the final stages of ECOC preparations followed by organising public events in the framework of the European Capital of Culture title year, and the development of the long-term relationships (after 2024) between the institutions, projects, artists. The project initiative has demonstrated a very high efficiency and impact on developing and strengthening relationships between European Capitals of Culture Tartu and Bodø, as well as between the cities themselves. The dialogue between the two ECOCs has been remarkable considering the fact of the global pandemic: we have supported each other in various fields (management, programme composing, monitoring etc.). Currently 13 institutions from Tartu and Bodø (including ECOCs) participate in the project. The project has connected 159 participants through people-to-people meetings, fostering personal connections and cross-cultural dialogue. The Duo Networking linked the representatives of 40 projects that develop within the European Capital of Cultures Tartu and Bodø. Overview of the indicators achieved by October 2023: 1. Participants in people-to-people meetings: 159/100 Our objective as stated in the project application was to have 100 people participate in people-to-people meetings. By the date of the project’s second report, we reached a total of 159 people participating in the meetings, of which 37 participated only during the third period of the project 1.01.23-31.07.2023 2. In order to support these activities the aims of the new period shifts towards supporting the already established connections between the institutions from Bodø and Tartu to help them in arranging public events and necessary experience exchange meetings during the ECOC title year. This also applies to Bodø and Tartu ECOC organisations. The only addition to the partners’ list for the new period is the Bodø-Tartu Youth legacy project that aims at finding solutions to secure a legacy for engaging youth after the European Capital of Culture years in Tartu and Bodø. The project adds an additional value to the Duo Networking goal in supporting the sustainable connections also between youth organisations with the focus on legacy connections. The new application also includes a request to support several projects of the ECOC programme in arranging artistic cooperation and exchange (brought separately in the activity plan) during the title year, which aims at supporting the relations between Bodø and Tartu in the cultural field.
