Coordination of frequency assignments to land
mobile service stations
Dear mister Katkov
Having examined your requests for coordination of frequency assignments to mobile service
stations given in your above-mentioned letters Estonian Customer Protection and Technical
Regulatory Authority (ECPTRA) would like to inform you as follows:
Based on the „Agreement between the Telecommunications Administration of the Republic of
Estonia and the Telecommunications Administration of the Russian Federation concerning the
use of the frequency band 790-862 MHz for terrestrial systems, Moscow, 2011“ (Agreement)
ECPTRA cannot coordinate the frequency assignments to mobile service operating in TDD mode
with the parameters specified in your requests since we cannot guarantee the protection from
harmful interference that may be caused by Estonian base stations of mobile service operating
according to paragraph 2.1 of the Agreement in FDD mode.
ECPTRA also notices that a number of base stations of Russian Federation with the parameters
specified in your letters have service area in Estonian territory or near it and therefore may cause
harmful interference to mobile stations of Estonia operating in networks taken into use according
to 2.1 of the Agreement
