The two projects serve as the framework for international cooperation in matters related to trafficking in chemicals used in the illicit manufacture of drugs. Accordingly, they provide platforms for time-bound intelligence-gathering operations with a view to collecting information on potential gaps or weak links in international precursor control, on new trafficking trends, on modi operandi and on the actual use of the target chemicals in the illicit manufacture of drugs. The projects are thus aimed at assisting Governments in ensuring the necessary level of alertness and developing specific risk indicators to prevent future diversions and ultimately to identify the trafficking organizations involved. Project Prism and Project Cohesion focal points are continually alerted to suspicious shipments and actual and attempted diversions of precursors, as well as newly emerging precursors. Alerts occur through Special Alerts and automated push notifications via the INCB Precursors Incident Communication System (PICS) for those focal points registered with the system. In order for the successful continuation of international activities under Project Prism and Project Cohesion, up-to-date contact details of responsible national focal points are critical to ensure rapid and direct communication between concerned authorities worldwide. The Board therefore kindly requests that the attached contact details of the focal points previously nominated from your country under Project Prism and Project Cohesion are reviewed, and any additions or amendments to the same are provided to the Board using the form in the annex, to ensure that all information is correct and current. Please note that while alerts and operations will continue to be tagged as Project Prism or Project Cohesion related, depending on the target chemicals, INCB intends to discontinue two separate contact lists for the two projects and maintain one consolidated list of all precursors focal points. To ensure the most effective communication, the nominated focal points should preferably be individuals and in a position to: • Receive and process domestic and foreign information about suspicious transactions and shipments involving precursors, as well as on interceptions and seizures relating to trafficking and illicit manufacture involving both internationally controlled precursors and chemicals not under international control; • Function as the communication and coordination entity within the country for all other countries for the purposes of information-sharing and precursor-related operations; ../.. V.23-22994 (E)  -2- • Provide the most rapid feedback possible to requests from focal points from other countries, the Board, and other concerned international organizations (e.g. INTERPOL, World Customs Organization, etc.) or regional organizations concerning relevant investigations, domestic findings and measures initiated. The precursors focal points may be identical with named individuals from competent national authorities under article 12 of the 1988 Convention, provided they fulfil the above requirements. Further, in order to receive the alerts and intelligence/information shared under the projects on a real time basis, all nominated focal points are strongly encouraged to register with PICS, the INCB specialized platform for sharing incidents and suspicious shipments related to precursors and equipment, if they are not already PICS users. Registration can be done by sending an email to [email protected] providing the first and last name of the proposed PICS user, his/her affiliation, and email address. The list of the precursors focal points for Projects Prism and Cohesion will subsequently be made available at the secure precursors portal at the INCB website and updated regularly as necessary.
