The World Health Organization (WHO) presents its compliments to the Member States
and has the honour to inform them that WHO is organizing the Fourth Fair Pricing Forum.
This event will take place virtually on 6–8 February 2024 from 10:00 to 13:30 (CET) to allow
broad participation by all stakeholders.
The meeting is the fourth forum that focuses on improving access to medicines and health
products through fair pricing, following the inaugural forum held in the Kingdom of the
Netherlands in 2017. Since 2017, the Forum has focused on improving access to medicines and
health products through fair pricing. In 2019, the World Health Assembly Resolution (WHA72.8)
requested WHO to continue its efforts to biennially convene the Fair Pricing Forum with
Member States and all relevant stakeholders to discuss the affordability and transparency of costs
related to health products. In this regard, the purpose of the Forum is to facilitate discussion
between stakeholders on how to achieve affordable pricing that can support sustained and
equitable access in all countries, while still providing the necessary incentives to develop new
medicines.
The objectives of the Fourth Fair Pricing Forum are to:
(1) share experiences between participants about existing and planned efforts to
enhance market transparency across the pharmaceutical value chain, with reference to
WHA72.8 (2019);
(2) assess current and emerging health system challenges to ensure optimal access to
affordable health products; and
(3) discuss with all stakeholders the current and future potential policies and strategies
for improving the affordability of essential medicines and essential health products,
considering current trends and initiatives as well as with reference to the themes that
emerged from the last Forum held virtually in 2021.
Member States are requested to nominate up to three policy-makers from the Ministry of
Health or other relevant national authorities, with the following backgrounds:
(a) national policy-makers involved in medicines and health product pricing policy
development and implementation;
(b) staff of national authorities involved in the reimbursement, procurement, Health
Technology Assessment (HTA) or price negotiations decision-making for medicines and
other health products.
