Within four months of the date of publication of the BR IFIC 2853 ETRA was communicated the comments of CZE, KAZ, QAT and RUS administrations with a request to coordinate the frequency assignments to the TTU100 satellite network and USA administration with the request to inform USA administration when the Appendix S4 notification data will be submitted to the Radiocommunication Bureau. EST administration replied to all above-mentioned comments in January 2018, driving the administrations attention to the fact that TTU100 satellite network frequency assignments are not subject to coordination under No. 9.11 A, since the requirement to coordinate is not included in a footnote to the frequency bands specified in RR Article 5 Table of Frequency Allocations. Nonetheless based on RR No. 9.3 the EST administration showed its readiness to make all possible efforts to resolve all difficulties in order to avoid the potential for unacceptable interference, which may be caused to the existing and planned satellite and terrestrial networks. EST administration also asked the above-mentioned administrations to specify what parameters of TTU100 satellite network should be changed in order to avoid harmful interference, which may be caused. EST administration also informed that the territories of the above-mentioned administrations are not included in the service area of the TTU100 satellite network and any potential harmful interference will be immediately eliminated in accordance with the provisions of Radio Regulations. EST administration also confirmed to the USA administration that it will be informed after the submission of notification data to the Bureau. During the period of four months after the EST administration replied to all comments and asked for further comments only comment from RUS administration was received. RUS administration informed that there is a frequency overlap between the TTU100 satellite network and the frequency assignments to the Russian ARMAVIR radar station (Part II-S IFIC 2605/16.10.2007, terrestrial services) in the downlink frequency band 435-438 MHz, recorded by the ITU Radiocommunication Bureau. The TTU100 satellite network operations may cause interference to the ARMAVIR station. The EST administration understand s that in compliance with RR 5.282 TTU100 satellite network operation is subject to not causing harmful interference to other services operating in accordance with the Table and confirmed that all necessary measures to avoid harmful interference will be taken into account. On 06.02.2018 the list of Administrations that have submitted comments under No.9.3 of Radio Regulations was published in BR IFIC 2863 Special Section API/B/816. According to the summary published in API/B/816 the comments of following administrations were submitted: ALG, CZE, D, EGY, IRN, KAZ, PAK, QAT, RUS, USA. In compliance with 9.3 of Radio Regulations: “ If, upon receipt of the BR IFIC containing information published under No. 9.2B, any administration believes that interference which may be unacceptable may be caused to its existing or planned satellite networks or systems, it shall within four months of the date of publication of the BR IFIC communicate to the publishing administration its comments on the particulars of the anticipated interference to its existing or planned systems. A copy of these comments shall also be sent to the Bureau. Thereafter, both administrations shall endeavour to cooperate in joint efforts to resolve any difficulties, with the assistance of the Bureau, if so requested by either of the parties, and shall exchange any additional relevant information that may be available. If no such comments are received from an administration within the aforementioned period, it may be assumed that the administration concerned has n o objections to the planned satellite network(s) of the system on which details have been published. “. Since, within the period of four months of the date of publication of the BR IFIC 2853 the EST administration received comments only from CZE, KAZ, QAT, USA and RUS administrations and no comments from ALG, D, EGY, IRN and PAK, then EST administration is on the position to assume that only CZE, KAZ, QAT, USA and RUS comments was communicated and other administrations concerned have no objections to the planned TTU100 satellite network. Nonetheless EST administration confirm s that also the territories of ALG, D, EGY, IRN and PAK will be excluded from the service area of TTU100 and any potential harmful interference will be immediately eliminated in accordance with the provisions of Radio Regulations. ETRA believes that from the above-mentioned description of the activities of Administrations it might be concluded that the difficulties concerning EST100 satellite network are successfully resolved. In accordance with RR 9.4, if Bureau decides that it is necessary, ETRA is ready to prepare a further report prior to the submission of notices to the Bureau under Article 11.
