CURRENT AND FUTURE TRENDS FOR THE FIXED SERVICES AND STATUS OF OTHER INCUMBENT USES IN EUROPE IN THE FREQUENCY BAND 5925-6425 MHz QUESTIONNAIRE TO CEPT ADMINISTRATIONS Introduction FM57 and SE45 are in the process of performing a study in response to the Mandate to CEPT/ECC and collecting valid information regarding fixed service and other incumbent uses for possible co-existence with WAS/RLAN in the frequency band 5 925-6 425 MHz. This information should be seen as complementary to the latest update of ECC Report 173. In this context WG FM consider that it would be useful for both industry and administrations to have a detailed and updated situation of the fixed service, and other incumbent uses, in Europe. This is of particular importance and timely taking into account new technology developments and requirements for these uses so that a complete picture is available of current and future spectrum use and requirements of the fixed service and other incumbent uses. Main tasks of the WAS/RLAN 5 925-6 425 MHz study The tasks of the Mandate to CEPT/ECC are: Task 1 – Assessment and study of compatibility and coexistence scenarios in the band 5 925-6 425 MHz To study and assess compatibility and coexistence scenarios for WAS/RLANs in the 5 925-6 425 MHz band and identify relevant parameters and coexistence conditions to be implemented in the regulatory framework in order to enable coexistence between existing usages and WAS/RLAN systems without constraining incumbent uses in various Member States in and adjacent to the band 5 925-6 425 MHz including at the outer EU border. For each compatibility/coexistence scenario, the risk of interference, the deployment assumptions of all applications, the geographical extent of usage and consequential restrictions in WAS/RLAN deployment should be identified as well as requirements for implementing such scenarios, e.g. in terms of harmonised technical parameters or in terms of other regulatory and operational aspects which support the implementation of a coexistence framework. Task 2 – Development of harmonised technical conditions Taking into account the results of task 1, for the band 5 925-6 425 MHz develop appropriate mitigation techniques and/or operational compatibility/coexistence conditions. In the light of experience, these conditions should in particular identify the harmonised technical parameters that would be needed to ensure in the internal market consistent harmonised conditions for WAS/RLANs operating on a coexistence basis, if technically feasible. This should be developed in close cooperation with ETSI which is working on harmonised standards which include operational coexistence conditions for WAS/RLANs with other systems in the band and in adjacent bands. It is assumed in the Mandate that WAS/RLANs could operate on the basis of a general authorisation only. With a view to achieving a scope for worldwide harmonisation of additional spectrum for WAS/RLAN that would strengthen the economies of scale for manufacturers of RLAN equipment and thereby benefit all end-users, the work carried out under this task should take into account developments in other ITU Regions, e.g. through the organisation of a workshop. Purpose of the questionnaire The questionnaire consists of eight questions and the purpose is to collect information on the actual utilisation of the frequency band 5925-6425 MHz, where the fixed service is currently deployed and to gain an overview of the likely spectrum requirements in the future, as well as indication of the technology trends. This information will be used to analyse the current situation with respect to the development of the fixed service, and to allow a better vision of future deployment trends in order to study possible co-existence with WAS/RLAN. It can be noted that fixed service characteristics and typical system parameters for sharing and co-existence studies can be found in recommendation ITU-R F.758-6 and this questionnaire could be a measure to capture any other characteristics and parameters used within CEPT that are not covered by the range as stated in this recommendation. CEPT Administrations are invited to contribute to the study by answering this questionnaire and providing their views. Administrations should use the following file when providing answers: Questionnaire on FS in 5925 - 6425 MHz - Worksheet for answers.xlsx In addition, additional text information can be provided by filling in the following text questions 1 to 8. Administrations can provide answers by using this paper questionnaire (incl. the excel-sheet) or the electronic questionnaire tool (in the electronic tool, the excel sheet should be attached to the answer for question 1). In order for your views to be taken into account in this study, please return replies to Thomas Weber, e-mail: [email protected] until 12 April 2018 Electronic questionnaire Link To: Mr Thomas Weber preferably by e-mail: [email protected] or by fax: +45 33 89 63 30 Thank you for your cooperation. 2 Administration/name of organisation: Name of responsible person: Phone: Fax: E-mail: Date: Questions for Administrations only on the current national practices for allocation and assignment of fixed service frequencies/licences and future trends/requirements: Question 1: The total number of links in the Frequency range 5925-6425 MHz? Please provide a numerical number. Answer: See the excel sheet (One link should be understood as a bidirectional link using one frequency pair.) Question 2: Are the frequency usages distributed uniformly over the whole frequency range? Free text, please answer either YES or provide more information in case of any non-uniform distribution. Question 3: Are there any part(s) of the frequency band 5925-6425 MHz that are or may become more important than others? Please indicate which part(s) of the band, and reasons. Answer: See the excel sheet (Please indicate which part(s) of the band, possibly timeframes and reasons.) Question 4: Please describe the distribution of links and their minimum, average, maximum link distance in densely, intermediate and sparsely populated areas respectively? Please indicate the distribution of usage given various geographical areas, ranging from city area to rural areas, in Table 1 Answer: See the excel sheet (Please indicate the distribution of usage given various geographical areas, ranging from city area to rural area.) 3 Question 5: For Fixed Service, which Channel/Frequency plan is used (e.g. ERC/ECC Rec. ITU-R Rec.)?  Please indicate used frequency plan and the distribution of channel bandwidths in Table 2. Answer: See the excel sheet (Indication of ERC Recommendations 14-01 /14-06 or an alternative arrangement.) Question 6: What is the distribution of the technical parameters modulation rate, antenna gain, antenna height, transmit power at antenna port? Please indicate distribution in Tables 3A-3D, please also indicate if Adaptive modulation and/or Automatic Transmit Power Control is allowed and in use. Answer: See the excel sheet Question 7: What is the minimum fade margin respectively maximum fade margin allowed? Please also indicate distribution of fade margin in Table 4. Answer: See the excel sheet Question 8: What other usages should be considered in the frequency range 5925-6425 MHz? Please indicate which application(s) (e.g. Communications-based train control, satellite earth station, etc.), in which parts of the band, the geographical areas, the number of sites and other general radio characteristics. **end** 4
