Purpose of the Third Joint Ministerial Conference of the Paris and
Tokyo MOU on Port State Control
The theme of the meeting is “Safeguarding Responsible and Sustainable Shipping”.
The 2017 event will build on the success of the Second Joint Ministerial Conference of
the Paris and Tokyo Memoranda of Understanding (MOU) on Port State Control, which
was held in November 2004, and will further discussions on the elimination of sub-
standard shipping in both the European and Pacific Rim regions that are bounded by
the two Memoranda.
Canada’s Minister of Transport will chair the Conference, which will take place on May 3
and 4, 2017, at the Vancouver Convention Centre. It will bring together more than 45
ministers from the two MOU countries to discuss initiatives to promote a wider safety
and security culture throughout the entire maritime industry, to protect the global marine
environment, and to safeguard crews with respect to their living and working conditions
aboard ships. Observer organizations will also be present at the Conference.
During the Conference, Ministers will discuss and review past progress, identify specific
areas of concern and recommend appropriate courses of action. The Conference will
conclude with the signing of a new Ministerial Declaration, followed by a press

Your Stay in Canada
Arrival
International travelers will arrive at Vancouver International Airport in Richmond, some
12 kilometres south of the centre of Vancouver. Excellent taxi, limousine and shuttle
service to downtown hotels is available at the airport, and information on these can be
found on the Vancouver International Airport website,
http://www.yvr.ca/en/passengers/transportation. Prices for taxi services from the airport
to the hotel are zoned at $35 CAD.
Climate
The average daytime temperature in Vancouver in May is 9-12°C or 48-53°F.
Currency and Credit Cards
The currency in Canada is the Canadian Dollar, which is divided into 100 cents.
Denominations of two dollars and lower are coins, while larger denominations are bank
notes. At the time of printing, the Canadian Dollar exchange rate for US currency was
approximately $1.00 CAD = $0.75 US. United States currency is widely accepted in
Canada. Banks near Pan Pacific Hotel and the Vancouver Convention Centre will
exchange travellers’ cheques. Most internationally recognized currencies and travellers’
cheques can be easily exchanged at commercial banks, hotels and international
airports in Canada. Credit cards are accepted at hotels, restaurants, department stores
and most shops in Vancouver.
Taxes and Rebates
The Goods and Services Tax (GST) is a value-added tax of 5% levied by the
Government of Canada on most goods and services purchased in Canada. In addition
to the GST, the Province of British Columbia levies a sales tax of 8% on hotel
accommodations and 7% on other goods and services.
If you are a non-resident visitor to Canada, you cannot claim a rebate of the goods and
services tax/harmonized sales tax (GST/HST) that you paid for all purchases made in
Canada. The visitor rebate program for GST/HST was replaced on April 1, 2007, with
the Foreign Convention and Tour Incentive Program (FCTIP). A non-resident visitor to
Canada may be eligible to claim a GST/HST rebate on certain purchases related to
conventions or for tour packages under the FCTIP.
You can find more information on the FCTIP online at: http://www.cra-
arc.gc.ca/tx/bsnss/tpcs/gst-tps/rbts/vstrs/fctp-eng.html

Electrical Power Supplies
Voltage in Canada is 110/115 AC/60 cycles. Transformers are not normally available
from hotels.
British Columbia and Vancouver
More than three-quarters of British Columbia’s land area is mountainous. The Rocky
Mountains run the length of the province cutting diagonally from the Southeast to the
Northwest, flanked by a series of companion ranges – the Columbia, Monashee,
Cariboo, Selkirk, Purcell, Cassiar, Omineac and Skeena ranges. Almost 60 per cent of
the province is covered with forest. Vancouver is situated in the extreme Southwest of
the province.
The population of Vancouver and surrounding municipalities is over 2 million people,
close to half the population of British Columbia. Vancouver is widely regarded as one of
the world’s most beautiful cosmopolitan cities.
Vancouver is the commercial and transportation heart of the province. The birth of the
present City of Vancouver dates to 1884, when the Canadian Pacific Railway made it
the terminus of its transcontinental railway. Over 25 per cent of Canada’s entire
international maritime trade passes through the Greater Vancouver Gateway including
some 10 million tonnes of Western Canadian bulk commodities such as coal, grains and
forest products. Some 15 million air passengers transited Vancouver International
Airport in the last year and close to 1 million international cruise ship passengers were
handled by the Port of Vancouver.
Amenities
Vancouver is well known for its variety of outdoor activities, including golf, sailing,
fishing, hiking, skiing and aerial tours. Vancouver has some 13 excellent public and
private golf courses. The City also enjoys a sophisticated arts and cultural life, through
its internationally acclaimed museum, symphony orchestra, opera company and a
number of well-regarded theatre and dance companies.
Vancouver is also served by a variety of excellent restaurants and extensive shopping
areas.
Local Transportation
Public transit is provided through the extensive Sky Train (metro), bus and Sea Bus
system. Fares are inexpensive. Downtown Vancouver is also served by helicopters
and float planes operating from the Burrard Inlet.

Tere,
Majandus- ja Kommunikatsiooniministeeriumini (MKM) on judnud
meeldetuletus osalemaks Kanadas
toimuval Third Joint Ministerial Conference of the Paris and Tokyo
Memoranda of Understanding (MOU)
on Port State Control (2.-4. mai 2017). Kutse knealusel ritusel
osalemiseks on laekunud juba kesoleva
aasta mrtsi lpus (31.03.2016) ning Veeteede Ameti peadirektorile on
MKMi poolt esitatud ettepanek
ritusel osalemiseks, kuivrd ka eelmisel kohtumisel osales just
peadirektor, mitte minister. Lisan
laekunud materjalid manusesse.
Seekordses kirjas on mrgitud, et kohtumise teemaks on "Safeguarding
Responsible and Sustainable
Shipping" (Paris and Tokyo MOU on Port State Control). Kohtumisel
arutatakse senist progressi,
kirjeldatakse kitsaskohad ja soovitatakse edaspidiseks vajalikud sammud.
Kohtumise tulemusena
allkirjastatakse ministrite deklaratsioon. Pevakava ei anna kahjuks
jtkuvalt suurt teavet kohtumise
teemade kohta, I peva osas ei ole midagi tpsemat kirjas ja II- III
pevaks on planeeritud erinevate
ministrite snavtud (igahel aega 5-6 minutit).
Palume tpsustada, kas Veeteede Ameti peadirektoril on kavas knealusel
kohtumisel osaleda ning kas
Veeteede Amet peab vajalikuks, et kohtumisel osaleks ka transpordi
asekantsler?
Lugupidamisega
