[email protected] № МС-2643 "12" December 2017 Technical Regulatory Authority E-mail:
[email protected] Subject: Use of 3400-3600 MHz frequency band References: 1. Summary Record of the meeting between the Telecommunication Administration of the Russian Federation and the Telecommunication Administration of the Republic of Estonia on Coordination of Frequency Assignments to Stations in Terrestrial Services (Moscow, 16–18 May, 2017); 2. Agreement between the Telecommunications Administrations of the Russian Federation and the Republic of Estonia concerning the use of the 3400-3600 MHz frequency band by the Broadband Wireless Access systems in the border areas (Moscow, 2010). Dear Sirs, In accordance with the agreement between the Parties, set forth in Item 2.6.4 of the Summary Record (ref. 1), we have reviewed the possibility of extending the Agreement (ref. 2) to cover land mobile service stations based on the results contained in ECC 203 Report. Based on the analysis of the results of that study, we believe that an objective and reliable assessment of electromagnetic compatibility of land mobile service stations with fixed service stations, and with fixed-satellite service stations, in the frequency band 3400 - 3600 MHz is provided by coordination of specific frequency assignments, in accordance with the ITU Radio Regulations. In view of the above, we believe that the study results presented in ECC 203 Report provide no reasons for extending the Agreement (ref. 2) to apply to land mobile service stations. Sincerely yours , Andrey Katkov Head of the International Cooperation Department
