Taotlus
Austatud Peadirektor,
Seoses hetkel Lennuliiklusteeninduse AS poolt eest veetava projektiga “Navigatsiooni taristu
ratsionaliseerimine (NIRP - Navigation Infrastructure Rationalisation Plan for year 2020+)”,
soovime Lennusalga poolt esitada omapoolse ettepaneku, mis arvestaks meie opereerimise
eripäradega.
Projekti põhirõhk on DME/DME navigeerimissüsteemi katvus Eesti piires alates FL095-st
(~3km), mida hetkel võib pidada ainukeseks alternatiiviks navigeerimisel/õhusõiduki asukoha
määramisel juhul kui GNSS side kaob/on häiritud.
Lennuliiklusteeninduse AS ise ei näe vajadust suurendada mainitud projekti raames DME/DME
katvust ka allpool lennutasandit FL95. Nende põhirõhk on tsiviillennunduse juhtimisel ning selle
seisukohast pole allpool nimetatud kõrgust vajadust navigatsiooni täpsuse
suurendamiseks/säilitamiseks GNSS side puudumisel.
Presenteeritud katvusalade prognoosid aga madalamatel kõrgustel (allpool FL95) tõid välja
probleemsetena lõuna- ja kagu-Eesti katvuse. Sooviksime, et planeeringus oleks DME/DME
võimekus Eesti siseselt laiendatud ka allpool lennutasandit FL95. Ideaalis näeksime katvust just
Ida- ja Kagu-Eestis kuni 1000 meetrini, kuid iga meeter sellest allapoole laiendab meie võimekust
toetada riiklike ülesandeid ohutumalt.
Meie ettepanek oleks modelleerida süsteemi prognoositavat katvusala selliselt, et nimetatud
piirkond saaks suuremat tähelepanu – läbi plaanis olevate majakate ümberpaigutamise või
vajadusel ühe/mitme lisa DME majaka paigutamise kagu-eesti piirkonda.
Võttes arvesse riiklikule lennundusele seatud ülesandeid ning tõenäolist õhuruumis navigeerimise
tulevikku, leiame, et antud ettepanek aitaks lahendada võimalikke esile kerkivaid probleeme
operatiivsel tasandil.
Lugupidamisega
ja meeldivat koostööd soovides,

Navigation Infrastructure Rationalisation Plan for year 2020+
1 Introduction
Following national requirements and efficiency tasks, Estonian Air Navigation Services (EANS)
in cooperation with Estonian CAA and other stakeholders is planning to rationalize ground-
based navigation aids and utilize only those ground-based navigation aids, that are required
for RNAV navigation above FL95, RNAV navigation in Tallinn TMA, if operationally justified
and to support PBN in Tallinn FIR in case of GNSS is unusable.
Current VOR and DME stations, operated by EANS and Tallinn Airport Ltd, are approaching
the end of their operational life. During 2018 EANS, in cooperation with Estonian CAA and
airspace users, initiated assessment of current navigation environment in Tallinn FIR amongst
airspace users to analyse their requirements to provide rationalized ground-based navigation
aid facilities in Tallinn FIR.
In order to develop current Navigation Infrastructure Rationalisation Plan, the following main
activities were performed by EANS during the Study:
EANS has developed document “Estonian navigational and operational environment
description” ver.1.0.
Questionnaires were prepared and distributed to Airspace Users and local Estonian
Airports / ANSPs to collect requirements about airspace users needs in ground-based
navigation aid infrastructure. The feedback was analysed by EANS and “Analysis of
Navigation Questionnaires” version 1.0 was prepared.
“Aircraft Navigation Capabilities Analysis” version 1.0 has been conducted by EANS.
The analysis supplements the quarterly report on GNSS and PBN fleet capability,
performed by Eurocontrol.
Customer consultation meeting was organised in EANS premises at 05.10.2018 by
EANS Study team. Estonian CAA, Tallinn Airport, Military service provider and
airspace users were participated at the meeting. “EANS view on possible operational
concept of NAV Infrastructure Rationalization in Tallinn FIR between 2018-2022”
“Analysis of Navigation Questionnaires” was presented and discussed.
This Navigation Infrastructure Rationalisation Plan is based on the Study results.

2 Purpose of the document
The document describes in details operational aspects of ground-based navigation aids,
previously broadly described in “EANS view on possible Operational Concept”. The changes
to current environment shall be supported by Safety Case, prepared by EANS.
3 Out of scope of the document
Surveillance and communication developments;
Intentional jamming or spoofing of GNSS;
All navigation developments in airports excluding Tallinn TMA, such as NDB, PAR,
GNSS approaches and helicopter routes;
ILS.

Navigatsioonitaristu ratsionaliseerimine
Austatud härra Linnamägi
Pöördume Teie poole seoses Lennuliiklusteeninduse AS-i projektiga, mis seisneb
navigatsioonitaristu ratsionaliseerimises. Lennuliiklusteeninduse AS soovib tulevikus antud
projektiga tagada DME/DME kattuvus Tallinna FIR-is alates kõrgusest FL95, kusjuures
DME/DME navigeerimissüsteem oleks ainukene alternatiivne võimalus navigeerida, kui GNSS
abil navigeerida ei ole võimalik. Lennuliiklusteeninduse AS-i eesmärk ei ole kindlustada
navigatsiooni kattuvus allpool FL95.
ohutumalt.
Võttes arvesse Eesti õhuruumipoliitikat, mille kohaselt on Eestile riikliku lennundustegevuse
Kommunikatsiooniministeeriumi seisukohta, kas Lennuliiklusteeninduse AS peab DME/DME
kattuvuse tagama ka FL95-st madalamatel kõrgustel.
