I’m from the British Embassy Tallinn and am reaching out with a questionnaire sent to me by colleagues in London from our Department for Health and Social Care. Their Implementation Unit (IU) is currently taking forward a project looking at how we can reduce rates of stillbirths in England. The IU is interested in why some areas of England perform worse than others, looking specifically across population health and the quality- of-care patients receive to identify the drivers of variation. The rate of stillbirths in England is 4.0 per 1000 live births. The IU has written a questionnaire to learn from international partners and to understand common challenges experienced with reducing stillbirth rates. Estonia is in the top 10 of lowest rates of stillbirths in the world with a rate of 2.16 per 1000 live births, and we would be grateful for Estonia’s Ministry of Health’s response to this questionnaire. Could you please forward this to your relevant colleagues? The questionnaire consists of 6 core questions and 10 sub questions. We would be grateful for your response by the 13th of September latest, please. Many thanks for your attention to this matter. Best wishes, Philip Dr Philip Gater-Smith | First Secretary & Head of Political Team British Embassy Tallinn | Foreign, Commonwealth & Development Office (FCDO) Wismari 6, 15098 Tallinn, Republic of Estonia | E-mail: [email protected] FTN: 8321 4715 | Mobile: +37251971413 | Whatsapp: +447513484924 Follow us online: www.gov.uk/fcdo This email is intended for the addressee(s) only: All messages sent and received by the Foreign, Commonwealth & Development Office may be monitored in line with relevant UK legislation The Department of Health and Social Care’s Implementation Unit (IU) works to support the delivery of m inisterial priorities by undertaking policy research projects. They are currently taking forward a project looking at ho w we can reduce rates of stillbirths in England , which currently sit at 4.0 per 1000 live births . The IU is particularly interested in why some areas of England perform worse than others, looking specifically across population health and the quality-of-care patients receive to identify the drivers of variation . As part of this project, the IU would like to understand: What policy interventions may improve performance in areas where stillbirth rates are higher than the national average? What are the key challenges faced in lower performing areas? What are the enablers in high performing areas? How effective have current and previous interventions been on improving performance, and what, if any, additional interventions may be necessary to reduce stillbirth rates ? The main output of this work will be a report to DHSC m inisters and senior leadership on the key challenges that the system faces, and what more can be done help reduce stillbirth rates . To support this work, the IU are keen to learn from others and are i nterested in doing some international comparisons to understand common challenges experienced with reducing stillbirth rates and , where possible, share examples of best practice . They would be very grateful if you could take the time to answer the following questions: At what point do you count a stillbirth, and what are the most common causes, or contributing factors, that lead to stillbirths in your country ? When is a stillbirth classified as a stillbirth? What are the mos t frequent causes? To what extent do stillbirth rates vary across your country, and what have you done to address this? Are groups in the population more likely to experience stillbirths ? H ave you successfully been able to reduce variation? Have you introduced national-level interventions to reduce stillbirths, and if so, which have been most effective , and why ? Is there anything particularly innovative or unique that you have introduced , w hich intervention, if any, has had the greatest impact? Have you experienced challenges bringing in interventions? Are you planning to introduce further national-level interventions to reduce stillbirths, and if so, what are they? Is there anything particularly innovative or unique that you would like to introduce? What standardised processes are currently in place to help clinical staff and mothers to reduce patient risk of stillbirths , which of these is the most important ? What does the patient journey look like , w hat are the key points of interaction between patient s and maternity staff? What are the key challenges that can arise when trying to help reduce patient risk of stillbirths? What are some of the key national-level barriers preventing stillbirth reduction What, if anything can be done to overcome these challenges ?
