Non-Binding Letter of Support: Estonian Centre of Excellence in AI
Dear Dr. Kull,
The Estonian Ministry of Social Affairs hereby expresses the support for your initiative to
establish the Estonian Centre of Excellence in Artificial Intelligence (EXAI) with the support of
the Estonian Research Council.
To our understanding the EXAI focuses on advancing innovative methodologies for (1)
leveraging large language models in building efficient and trustworthy analysis and prediction
systems; (2) implementing control mechanisms and guardrails to ensure that the advanced
AI systems follow their specification; (3) adapting and enhancing AI systems for improved
performance in targeted application contexts while using Estonian language; and (4)
achieving end-to-end security and privacy assurance of AI systems.
One central application domain chosen by EXAI for this is personalised medicine. EXAI aims
to develop and apply new AI tools for the healthcare domain using electronic health records
including free text and structured data, personalised medicine and omics, possibly also
imaging data. EXAI seeks to train models for prediction, summarisation, and better
explaining decision support systems in this domain.
Given that the Ministry of Social Affairs is responsible for health promotion and treatment
policies, including furthering digitalization of medicine and supporting new digital
technologies in the domain, we are open to explore the application of new algorithms in this
domain in the context of collaborative projects with EXAI researchers.
The establishment of EXAI would significantly contribute to the AI innovation ecosystem in
Estonia and beyond. The Ministry looks forward to planning and starting concrete
collaborative efforts once the EXAI Centre is in place.
Sincerely,
Maarjo Mändmaa
