WORLD HEALTH ORGANIZATION ORGANISATION MONDIALE DE LA SANTÉ REGIONAL OFFICE FOR EUROPE BUREAU RÉGIONAL DE L'EUROPE WELTGESUNDHEITSORGANISATION Accelerating implementation of commitments to /2 improve diabetes detection and quality of care Hilton Hotel, Belgrade, Serbia 14 August 2023 28 – 29 November 2023 Original: English Scope and purpose In recent decades there has been growing political momentum for addressing noncommunicable diseases and diabetes, both globally and within the WHO European Region (the Region). We have also witnessed innovation in diabetes treatments and technologies, not least driven by new research approaches and the burgeoning application of artificial intelligence. Yet, despite this innovation and these commitments, health outcomes for people living with diabetes have not improved and prevalence in the Region continues to rise. One third of people living with diabetes remain undiagnosed and approximately one half of the people living with diabetes do not meet their treatment targets, despite many treatment options available. The COVID-19 pandemic tested the resilience of health systems, exposing how ill equipped they are for managing chronic diseases. The pandemic also illustrated that the quality of diabetes prevention, management and care are markers of the resilience of healthcare systems. The pandemic marked the beginning of a “permacrisis”– pandemic, war, earthquake, population displacement, hollowing of health systems, erosion of trust, rising commercial determinants, poverty and inequality – which continues to have implications for the prevention and care of diabetes. The “permacrisis” has overshadowed significant developments including the launch of the WHO Global Diabetes Compact initiative (2021), the adoption of the Resolution for ‘Reducing the burden of noncommunicable diseases through strengthening prevention and control of diabetes’ (2021), the Global Targets for Diabetes at the 75th World Health Assembly (2022), and most recently, the European Parliament Resolution on the prevention, management and better care of diabetes in the EU on the occasion of World Diabetes Day (2022). Recognizing the need to elevate and accelerate action on these commitments, WHO/Europe is organizing a high-level technical summit together with the International Diabetes Federation (IDF) Europe in Belgrade, Serbia on 28-29 November 2023. This timely summit – coming between events marking the 45th anniversary of Alma-Ata and 5th anniversary of Astana declarations and a conference commemorating 15 years of the Tallinn Charter: Health Systems for Health and Wealth – will bring together experts from WHO and IDF Europe, along with representatives of health authorities, EU, civil society health workers and people living with diabetes to recall existing commitments, identify linkages and opportunities for action and inform next steps. The aims of the summit are to: - Recall existing UN, WHO, EU and other relevant commitments on diabetes and ensuring services are supported by sustainable workforces essential to successful outcomes - Review progress toward goals, including the Global Diabetes Targets - Present evidence-based interventions including WHO Best Buys for accelerating progress - Empower and engage people living with diabetes to drive recommendations and outcomes that reflect their needs and preferences - Produce a signed statement to serve as an advocacy tool and a call to action. The language of the meeting is English with translation into Russian. The meeting is by invitation only and will take place in hybrid format.
