Note for the attention of the Transport Attachés
Subject: Invitation to COSS 40 - Brussels, 8 November 2016
The European Commission wishes to invite government representatives of the Member States
to attend the fortieth meeting of the Committee on Safe Seas and the Prevention of Pollution
from Ships (COSS), established by Regulation (EC) 2099/2002 of the European Parliament
and of the Council of 5 November 2002.
The meeting will take place on Tuesday, 8 November 2016 at the Albert Borschette
Conference Centre (CCAB), 36 rue Froissart, 1040 Brussels (metro Schuman), room 2C,
starting at 10.00 am. I am hopeful that all Member States representatives will be able to
attend. If such attendance in person is not possible, I would kindly request that all delegations
ensure that they make arrangement for authorising another Member State representative to
exercise the vote on their behalf since the agenda of the meeting contains one item on which
the opinion of the Committee is required. The draft agenda of the meeting is annexed. Other
relevant documents will be sent according to the Committee's rules of procedure and will be
uploaded onto the Commission's CIRCABC website.
Interpretation services at the meeting will be provided to and from English, French, German,
Italian and Spanish.
Travel costs will be reimbursed for one representative per Member State on the basis of the
most economical air-fare or the first class train fare (for all return journeys with a total
distance of less than 800 km), upon the presentation of travel tickets and boarding cards. Each
representative is requested to provide the necessary documents for reimbursement of travel
expenses to the meeting secretary in accordance with the financial regulations applicable to
the Commission, at the latest within 30 calendar days from the date of the meeting,
postmarked, fax date or mail as applicable. After that period, the Commission will not assume
any obligation to reimburse travel expenses.
I would be grateful if you could inform your competent authorities accordingly and
communicate the name, e-mail address and position of the representative appointed to attend
the meeting at your earliest convenience to the functional mailbox
MO V E-M ARITI ME-TRANSPORT-AND-SAFETYíň)ec.europa.eu. In accordance with the
enhanced security measures please provide us with your full name, nationality, passport
number and date of birth in order to be admitted in the EU buildings. Participants are advised
to arrive at the premises at least 30 minutes before the start of the meeting. Participants will
be asked to show this invitation to the Security at the entrance of the building.

Transport Attachés and thus have the special badge recognized by the Commission will be
able to enter via a separate entrance (used before only to allow access for people with reduced
