In Estonia, there is no single specially authorised category of lawyers that are permitted to represent parties before the Supreme Court. In general, all advocates can represent parties before all court instances, including the Supreme Court. The Code of Civil Procedure prescribes one exception. According to $ 218 (3) of the Code of Civil Procedure "In an action in the Supreme Court, a participant in the proceeding may perform procedural acts and file petitions and applications only through a sworn advocate. In a proceeding on petition in the Supreme Court, a participant in the proceeding may perform procedural acts and file petitions and applications personally or through an advocate." The Code of Administrative Court Procedure and the Code of Criminal Procedure prescribe no such limitations (all advocates can represent parties before the Supreme Court).
