Gamsakhurdia str Batumi 6010 GEORGIA Tartu,20 April2018 Dear President Tavadze, I would like to thank you sincerely for your letter dating from the 5th of April 2018, which outlined the aims of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions and included an invitation for the Supreme Court of Estonia to become a member of the Association and to participate in its 3'd Congress taking place in Tbilisi this May. As you may know, the Supreme Court of Estonia is not only the Constitutional Court but in addition, the highest court of the country in civil, criminal and administrative matters. Different competences of the Supreme Court bring about several obligations on international level. I am very grateful for your proposal but due to the limited resources of the Court, the Supreme Court of Estonia is not presently in a position to become a member of the Association of the BBCJ. Regrettably, I am unable to attend the 3'd Congress of the Association as I have prior commitments which could not be rearranged and which keep me in Estonia. I express my sincere regrets for not being able to travel to Tbilisi this May and wish you every success with the organisation of the Congress!
