Mr. President,
I am writing to you in my capacity as President of the Assocrafion europ6enne des
Barreaux des Cours suprömes.
This association, created in 1990, originally comprised the Bars of the French Court of
Cassation, the Belgian Court of Cassation and the Bundesgerichtshof [the German
Federal Court of Justicej, member states of the European Union which had a
specialised bar made up of lawyers representing parties before the judge of cassation.
The association of lawyers permitted to represent parties before the Hoge Raad
joined our association.

The latter, which thus currently brings together Dutch, German, Belgian and French
lawyers, would like to expand to include other European Union member states.
It is for this reason that I am contacting you in your capacity as a member of the
Network of the Presidents of the Supreme Judicial Courts of the European Union, in
order to find out if all lawyers are permitted to represent parties before your Court or if,
to the contrary, access is limited to certain specially authorised lawyers.
ln this last case, it would be useful for me to know the criteria for this authorisation
(seniority, diplomas, permission, etc.).
Finally, if there are such specially authorised lauryrers, could you specify if they are
grouped together within an association or group?

Monsieur le PrÖsident,
Je me permets de vous contacter en ma qualitÖ de prÖsident de l'association
europ6enne des Barreaux des Cours suprÕmes.
Cette association, cr6Õe en 1990, Ötait ä l'origine compos6e des barreaux prÖs la Cour
de cassation frangaise, la Cour de cassation belge et du Bundesgerichtshof, Etats
membres de l'Union qui disposaient d'un barreau spÖcialisÖ composÕ d'avocats
reprÖsentant les parties devant le juge de cassation.
L'association des avocats autorisÕs ä reprÖsenter les parties devant le Hoge Raad a
depuis rejoint notre association.
Cette derniÖre, qui regroupe donc actuellement les avocats nÖerlandais, allemands,
belges et frangais, souhaiterait s'Õlargir ä d'autres Etats membres de l'Union
europÖenne.
C'est la raison pour laquelle je me permets de me tourner Vers Vous, en votre qualitÖ
de membre du RÖseau des prÖsidents des Cours suprÕmes judiciaires de l'Union
europÖenne, afin de savoir si, l'ensemble des avocats est admis ä reprÖsenter les
parties devant votre Cour ou si' au contraire, ]'accÖs est limit6 ä certains avocats
sp6cialement habi]itÖs.
Dans ce dernier cas, il me serait utile de connaitre les critÖres de cette habilitation
(anciennetÖ, diplõmes, autorisation ...).
Enfin, s'il existe de tels avocats spÖcialement habilit6s, pouvez-Vous me prÖciser s'ils
sont regroupÖs au sein d'un groupement ou d'une association ?
