NOTE TO THE ATTENTION OF
THE MEMBERS OF THE NATIONAL AUTHORITIES RESPONSIBLE FOR
MARKET SURVEILLANCE UNDER DIRECTIVE 2010/35/EU
Subject: Consultation under the safeguard procedures for Compolite CS 10 (10 kg)
and Compolite CS 6 (5kg) manufactured according to EN 12245:2002
Following the notifications RAPEX A12/0888/16 and ICSMS GEN 16071179372, made
by the Danish authorities under Articles 30 and 32 of Directive 2010/35/EU1 (hereafter
"the Directive"), the Commission hereby wishes to consult with the Member States and
the relevant economic operator or operators, in accordance with Article 32(4) of the
Directive. i
The notification concerns LPG cylinders of the type Compolite CS 10 and CS 6, made of
plastic reinforced with glass fibre, weighing 10 kg and 5 kg respectively, and which were
type approved according to EN 12245:2002 and EN 14427. After having been put on the
market, the concerned cylinders were involved in a series of accidents in Denmark.
The reasoning put forward by the Danish authorities in RAPEX is as follows:
"The cylinders can quickly explode if exposed to a source offire (e.g. a leaking gas
grill). 6 accidents reported\ one of which was fatal. "
Further information was provided in ICSMS:
"The gas cylinders represent a serious risk to persons. The cylinders can explode
after 3-4 minutes if they are exposed to fire. There have been 5 explosions in
Denmark in the period December 2013 to January 2016 leading to property
damage, but luckily no person injury. The DWEA2 is also familiar with previous
explosions in Norway and Sweden. In Norway, Statoil has voluntary recalled the
cylinders from the market in 2006.

pressure equipment and repealing Council Directives 76/767/EEC, 84/525/EEC, 84/526/EEC,
84/527/EEC and 1999/36/EC, OJ L 165, 30.6.2010, p. 1.
2 Danish Working Environment Authority
Commission europėenne/Europese Commissie, 1049 Bruxelles/Brussel, BELGIQUE/BELGIË - Tel. +32 22991111
The test and the actual previous explosions have demonstrated that these cylinders
represent an unacceptable serious risk to the public, and the DWEA ordered
Primagaz DK immediately to withdraw the cylinders from the market and recall
them from users.
The Compolite CS 6 and Compolite CS 10 gas cylinders are composite cylinders
made in Pao halves and glued together. The cylinders on the Danish market are
made according to EN 12245:2002, and type approved according to this standard.
The DWEA acknowledge that the cylinders originally have been legally placed on
the market, meeting the requirements of the standard.
There are 140.000-200.000 cylinders on the Danish market.
There are approximately sold 1.4 million cylinders on the European market.
On the Danish market, the cylinders are produced under EN 12245:2002.
To other countries, the cylinders are also produced in accordance with EN 14427.
EN 12245:2002 allowed that cylinders may explode after 2 minutes of exposure to
fire. The standard is no longer valid but could be used for type approvals until
2014.
In 2009 the standard was revised. The new standard EN 12245:2009 did no longer
allow the cylinders to explode during fire test. The current version of the standard
is EN 12245+AE2012. "
The report of the test performed in Denmark is available in ICSMS.
Denmark applied the compulsory measures of withdrawing the product from the market
and recalling the product from the end users.
The Swedish authorities provided the following information:
"The cylinders are designed, manufactured and approved in Sweden since the mid
nineties and up to 2014. The cylinders have been present on the Swedish LPG
market for about 20 years and as far as the Swedish Civil Contingencies Agency
(MSB) are aware of there have been three similar accidents as in Denmark. Two
accidents took place in the year 2000 and one in 2008. At least one of the accidents
in 2000 was caused by incorrect operation by the owner. In Finland, where these
types of cylinders also are used, there have been no reported accidents. Therefore,
it is both alarming and very surprising that there have been a relatively large
number of accidents in Denmark over such limited period of time, with this specific
type of gas cylinder being involved. Before the MSB will take any measures in
Sweden, a separate fire test will be performed on cylinders from thè Swedish LPG
market in order to investigate if there could be technical or operational differences
between the countries using this cylinder type, e.g. different cylinder equipment
(safety valve, fusible pug) or different handling/operational procedures. Once the
fire tests are completed and evaluated, the MSB will decide on how to act. "
The French authorities communicated the following information:
"The cylinders marketed by the French LPG distributors cannot give rise to
accidents such as identified in Denmark as the distributors have opted for
2
different design standards or have taken technical measures at the design stage to
ensure that, when these cylinders are exposed to heat, gas escapes via the
composite or via safety devices of the kind incorporating afuse and valves.
The gas cylinders notified by Denmark have been manufactured according to EN
12245:2002.
In France, two types of cylinders have been the subject of investigations: the Viséo
from BUTAGAZ (for which the Swedish authority seem to indicate that it was
constructed according to the same principle as the cylinders subject to the
notification in Denmark) and the Calypso from ANTARGAZ.
Concerning the Viséo:
BUTAGAZ Viseo has actually been manufactured by Composite Scandinavia in
Sweden from 2006 to 2012 and from 2013 until 2015 by RAGASCO (no
production in 2016). The amount of Butagaz cylinders is around 900,000 bottles:
700,000 Composite Scandinavia and 200,000 Viséo RAGASCO (Viséo 2).
It should be noted that EN 12245 is a general standard for industrial gases and
not specificfor LPG. In 2004-2005, BUTAGAZ started developing Viséo and made
the comparison between standards EN 12245 and EN 14427 which is specific to
LPG. BUTAGAZ then found deficiencies in EN 12245, in particular on the parts
relating to fire resistance, mechanical strength, recycling. BUTAGAZ therefore
requested Composite Scandinavia to build Viséo according to EN 14427. The
name given by Composite Scandinavia is the "CS8”.
The Viséo has a pressure rupture of 100-110 bar, a 2 Vo volumetric expansion, a
valve (overpressure) that opens towards 25 to 26 bar and a thermal fuse that
releases at 105° (filling safety and heat exposure). There are no particular
accidents to date with this type of bottle.
Concerning the Calypso:
ANTARGAZ confirms that the Calypso cylinders (BIO) are not of the same kind as
those covered by the alert because of the different technology used (liner..), an
alternative method of production and another manufacturer; even if they were
manufactured and tested according to the successive versions of EN 12445.
It should be noted that the different standards do not impose production
technology but only require compliance with certain criteria (fire resistance,
mechanical resistance, etc.), therefore there are different approaches for cylinders
built according to a single standard.
The Calypsos present on the French market have, regardless of their dates of
manufacture and of the versions of the national standard NF EN 12245 in force
(2002, 2009 and 2012), an identical behaviour when exposed to fire: they
progressively lose their sealing quality (fusion resin, liner) and gradually leak
through the composite, with burning around the leak.
The other French manufacturers do not produce this type of cylinder. Finagaz
sells SHESHA, but this is not a composite cylinder, it is a thin sheet metal cylinder
with a polyurethane envelope (similar to the BUTAGAZ cube).
Bottles marketed by distributors of LPG in France cannot therefore lead to
accidents such as those identified in Denmark as the distributors have opted for
different design standards or have taken technical measures at the design stage to
ensure that, when these cylinders are exposed to heat, gas escapes via the
composite or via safety devices of the kind incorporating afuse and valves. "

In order to evaluate the measures implemented by Denmark regarding the above
mentioned LPG cylinders of the type Compolite CS 10 and CS 6,1 invite you to provide
written contributions by 21 April 2017 on the following subjects:
- the nature of the risks involved in relation to these products,
- the nature and duration of the national measures taken in relation to these
products, and
- any further information you might consider useful for the Commission to be
able to evaluate if the Danish measure is justified or not.
Please note that the information you will provide might be disclosed for evaluation to the
ADCO Group and the Transport of Dangerous Goods Committee, established under
Directive 2008/68/EC.
Following this consultation and the evaluation of the measures undertaken by Denmark
the Commission will decide whether these measures are justified or not, and, if
necessary, propose other appropriate measures.
