7. PROJECT TITLE:
Study visit with the purpose of exchanging valuable knowledge, experience and know-how between
Nordic National Energy Agencies/Board of housing, building and planning and Regulatory Authorities
8a. SECTOR OF ACTIVITY OF THE PROJECT
Other
Building and energy sector.
Comments on the sector(s) of activity:
8b. MAIN OBJECTIVES OF THE PROJECT
The main objective is to gain the competence and qualification in building and energy sector (focus
on energy efficiency) by exchanging valuable practical and theoretical knowledge between
Administrations.
The long-term goal for EU is to achieve unblemished interoperability between the Member States.
One of the tools used for that are EU Regulations and Directives. Although regulations are directly
applicable, in different member States interpretation and implementation might be different.
8c. DESCRIPTION OF THE ACTIVITIES OF THE PROJECT
The exact description of the study visit programme is under discussion with the host institutions, but
we can bring out some general ideas already discussed:
- Energy performance of buildings (European Commission Energy Performance of Buildings Directive
2010/31/EC, hereinafter EPBD) to understand how the hosting countries implement the EPBD and
how they are preparing for near-zero buildings (hereinafter nZEB) (2021).
- Energy audits for non-Small and medium-sized enterprises (hereinafter non-SMEs) to understand
how the hosting countries implement the European Commission Energy Efficiency Directive
2012/27/EC (hereafter EED), which commits non-SMEs to do energy audits every 4 year, and focus
on international non-SMEs.
- Construction products market surveillance (Commission regulation 2011/305/EC), understand
hosting countries views to single market. Discuss possible obstacles because main trade is between
Nordic and Baltic countries, example fire proof materials, which are mainly regulated internally.
Discuss the main problems on hosting countries and compare those. Sweden is also the first country,
where Estonia is exporting, including construction products (like wooden houses). And it's vice versa
too.
- Share experiences of national construction safety surveillance, what is the hosting countries
regulation, do they have any specific problems with older buildings (for example balcony railings).
- Share experiences of wind parks regulations and environmental issues, what is the hosting
countries green energy policy, where and how they develop wind parks, what has been main
problems, including environmental issues, utilisation etc.
- Share experiences of boiler inspections, including the regulation, independent certification, causes
of accidents.
- Share experiences of countries professional systems, because people move and work aboard, but
building sector needs proof of qualification. Compare the qualification requirements in building
sector, what is common and what is not.

8d. EXPECTED RESULTS OF THE PROJECT
Extended knowledge and knowhow for the participating officials of the Estonian Technical Regulatory
Authority, which will be transmitted to our colleagues and potentially implemented to our everyday
work with the goal of gaining the overall energy efficency and safety in the field of buildings and
companies.
9. HOW IS GENDER EQUALITY PERSPECTIVE INTEGRATED IN THE PROJECT?
Both female and male officials of the Estonian Regulatory Authority will be participating in this
Project.
10. HOW WILL THE PROJECT BENEFIT THE PARTICIPATING ORGANISATIONS?
Generally, it will make our officials more competent and skilled, which will make our working
processes more effective. Also the exchange of common practices between Nordic and Baltic
Authorities/Agencies will let us in general make further steps for filling EU-s long-term goal –
interoperability between the Member States. The co-operation of will continue even after the visit.
11. HOW WILL THE PROJECT CONTRIBUTE TO THE OBJECTIVES OF THE PROGRAMME?
Please select the Indicators of Success that apply to your project objectives:
Increased quality and involvement in the Nordic-Baltic cooperation, Increased network cooperation in
politically prioritised areas, Increased experience exchange on best practices in respect of public
administration and facilitation of harmonisation of standards
Explain:
The Nordic-Baltic Mobility Programme will be the connecting point for National Regulatory and Safety
Authorities from different Member States. As told before, the co-operation of the Estonian Technical
Regulatory Authority and hosting institutions will continue even after the study visit.
