7. PROJECT TITLE:
Study visit with the purpose of exchanging valuable knowledge, experience and know-how on topics
related to railway infrastructure safety and railway traffic management systems between Nordic
National Regulatory and Safety Authorities
8a. SECTOR OF ACTIVITY OF THE PROJECT
Other
Railway sector
Comments on the sector(s) of activity:
The Railway Safety Department of the Estonian Technical Regulatory Authority would like to
participate in the Nordic-Baltic Mobility Programme. Our department deals with different topics
related to surveillance of railway traffic, transport of goods and passengers, railway infrastructure,
railway vehicles and the overall railway safety.
We hope to join this project to share knowledge and best practices and to increase collaboration
between participating countries. Host authorities from Norway and Denmark have acquired practical
and theoretical knowledge about topics of which we would be very interested to know more.
8b. MAIN OBJECTIVES OF THE PROJECT
The main objective to participate in this project is to exchange experiences in the common working
fields to transfer knowledge and best practices in railway transport supervision activities and
methods. Our specialists would like to educate themselves and apply additional methods in their
daily assignments.
8c. DESCRIPTION OF THE ACTIVITIES OF THE PROJECT
The detailed schedule will be set later, as we are still discussing it with the host authorities from
Norway and Denmark.
At the moment we have discussed following topics with both sides:
• Topics related to railway infrastructure (including equipment and management).
• The authorization and implementation activities of a new railway traffic management system
(ERTMS) from NSA perspective (including the assignments of the Assessment Body and Notified
Body). Additionally we would like to know how the overall traffic control is organized in Norway and
Denmark.
• Visit to the Danish state owned infrastructure manager in Denmark (Rail Net Denmark).
Additionally, we hope to discuss supervision activities related to railway infrastructure, railway
transport of goods and passengers, traffic and topics that are related to general railway safety.
To Estonian railway sector, one of the most important railway projects in the near future is Rail Baltic
– railway that connects the Baltic Member States to Europe railway system with the European
railway gauge 1435 mm. Related to that our authority will be responsible of many additional topics
in which Norway and Denmark authorities could provide useful knowledge from their experience.
8d. EXPECTED RESULTS OF THE PROJECT
We expect that the results mainly reflect in the daily assignments of our specialists and to prepare
page 3 / 11
ourselves for the additional responsibilities in the near future concerning the change of the railway
sector in Estonia.
9. HOW IS GENDER EQUALITY PERSPECTIVE INTEGRATED IN THE PROJECT?
We are planning to send an equal number of both female and male specialists from the Estonian
Technical Regulatory Authority to attend these study visits. Each specialist has given his or her
approval to participate if we get the opportunity to organize a study visit.
10. HOW WILL THE PROJECT BENEFIT THE PARTICIPATING ORGANISATIONS?
We believe that these study visits would increase the general knowledge of our partner Member
States’ railway sector and more importantly would give our specialists the needed expertise and
knowledge that will be very useful in Estonia.
It is important to us that the host organization would also benefit from the planned visit and that is
the reason why we are still putting together the final visit schedule. Hopefully this planned study visit
will also be the base of co-operation between participating countries in the near future as well.
11. HOW WILL THE PROJECT CONTRIBUTE TO THE OBJECTIVES OF THE PROGRAMME?
Please select the Indicators of Success that apply to your project objectives:
Increased visibility of Nordic-Baltic cooperation, Increased knowledge transfer for mutual benefit on
all administrative levels, Increased network cooperation in politically prioritised areas, Increased
experience exchange on best practices in respect of public administration and facilitation of
harmonisation of standards, Increased cross-sectoral cooperation, Joint projects developed and/or
other spin-off effects as a result of the programme
Explain:
The Nordic-Baltic Mobility Programme gives the public sector administrations an opportunity to
co-operate and exchange experiences with other National Regulatories and Safety Authorities. The
programme is mutually useful for all participants, because it gives us an opportunity to change ideas
and discuss problematic issues in the railway sector.
