I would like to come back to authorisation of cross-border high risk SPO for GM Helicopters. They has considered your recommendations and implemented them into a new SOP revision (see attachment). We kindly ask for your opinion. Please let me know if you need a new apllication form with the new intended start date of operation or it could remain original. RA should contain “night flying over congested areas” as one hazard and establish adequate procedures based on the outcome of the RA. Reason: H125 is a single-engine helicopter, which means that it must enter autorotation immediately in case of engine failure. Safe autorotations, without causing unacceptable damage to helicopter occupants and third parties on the ground, can be performed only to adequate landing sites, but it’s not so easy to find them from the air at night when having not prepared them in the planning phase. Since GM Helicopters contaced us more than a month ago with an application to fly over Tallinn city area at night at lower altitude, we would like to see associated risks mitigated and adequate procedures established. 2. SOPs should contain more specific weather limitations. Reason: RA says that they have placed increased requirements on weather conditions to allow for extra safety margins, but we cant’ find them from the SOPs. 3. RA should contain “tailwind” as one hazard relevant to the operations. Reason: Chapter F.1.a)(6) of the SOPs describes specific procedures to follow in tailwind conditions, but there is no description of tailwind in the RA. SPO.OP.230(b) says that SOPs shall be based on the RA.
